Role Overview

The Finance and Administration Officer will be responsible for handling financial, accounting, and administrative processes for the Tanzania program in accordance with internal policies, donor requirements, and internationally accepted accounting standards. The role calls for strong experience in grants, accounting, audits, and a solid understanding of both US Government regulations and Government of Tanzania regulations governing development program finance and administration.

Financial Management and Accounting

  • Prepare annual, activity-based, and partner budgets for review and approval by the Country Director.
  • Confirm that all project spending is justified, eligible, and properly charged to the project.
  • Track country budgets and expenditures, flag concerns, recommend corrective action, and participate in monthly and quarterly budget-versus-actual review meetings.
  • Apply Corus and donor rules consistently across all financial management, accounting, travel, and related procedures.
  • Ensure tax matters are handled correctly and that all taxes are paid on time.
  • Record financial transactions and reconciliations accurately in the accounting system.
  • Submit fund requests and financial reports to Corus headquarters within required timelines.
  • Coordinate internal and external audits, including drafting terms of reference, supporting auditors, and following through on audit recommendations.

Administrative Functions

  • Keep sub-office lease agreements current.
  • Manage procurement of goods and services in line with LWR policies and donor rules.
  • Confirm that delivered goods and services meet quality expectations and that vendors are paid according to contract terms.
  • Maintain asset records so that property inventories always reflect the actual status of LWR assets.
  • Ensure onboarding and offboarding processes follow LWR standards and local labor laws.
  • Maintain employee files, including contracts, employee action forms, and performance reviews.
  • Oversee monthly payroll processing.
  • Handle administrative and residence paperwork for expatriate project staff where needed.
  • Manage vehicle operations for cars and motorcycles, including driver orientation and supervision, logbook accuracy, valid registration and insurance, timely maintenance, and efficient use of LWR and rental vehicles.
  • Support sub-grantees in meeting donor expectations for administration, especially procurement and human resources management.
  • Carry out additional tasks assigned by the Country Director and Finance Director.

Supervision

This position does not directly manage staff.

Education and Experience

  • A bachelor’s degree in finance, accounting, or a closely related discipline is required; professional credentials such as ACCA or CPA are an added advantage.
  • At least 5 years of relevant experience is required.
  • Background in office administration and experience in an international NGO are both considered beneficial.

Knowledge, Skills and Abilities

  • Strong understanding of generally accepted accounting practices.
  • Comfort using accounting systems and common office software such as Word, Excel, PowerPoint, Outlook, SharePoint, and web browsers.
  • Exposure to accounting software is required; experience with QuickBooks is a major plus.
  • High attention to accuracy in financial tracking, reporting, writing, editing, typing, and filing.
  • Ability to work both independently and collaboratively.
  • Capable of managing priorities, organizing work, and handling several tasks efficiently while accepting supervision.
  • Comfortable working with people from varied backgrounds in a multicultural, team-based environment.
  • Professional written and spoken English and Swahili.
  • Legal authorization to work in Tanzania.

Physical and Mental Requirements

  • The role may require physical activity such as bending, standing, and walking.
  • The role also requires mental capabilities such as learning new tasks, understanding and retaining information, working independently, communicating effectively in writing and speech, and using computer software to complete assigned work.

Working Conditions, Travel and Environment

  • This is an in-person position, and staff are expected to report to the office Monday through Friday.
  • The employee must be available to work beyond standard office hours of 8:00 am to 5:00 pm when needed.
  • Domestic and international travel may be required.
  • While traveling or working in different locations, the employee may encounter high-security environments, very basic living conditions, outdoor weather exposure, and infectious diseases.
  • If applicable, authorization to work in Tanzania is required.
