Role overview
This permanent Estimator position focuses on highways and term maintenance projects. The role is based in Birmingham, with candidates considered from across the UK; however, the North West and Midlands are preferred. Working arrangements are hybrid.

About the opportunity
You will join a growing highways and infrastructure business that prices and supports long-term highways term maintenance and asset management contracts. The company sits within a large international infrastructure group with multibillion turnover, a worldwide footprint, and a strong position in UK highways frameworks. Even with that scale, the business is described as agile and entrepreneurial, with limited hierarchy and a high degree of local decision-making.
The position is suited to someone who likes responsibility, ownership, and the chance to influence outcomes, while still working within a structured governance environment.
What you will do
Reporting to the Lead Estimator, you will help produce competitive, accurate, and compliant bids across highways and infrastructure maintenance frameworks.
- Build first-principles estimates for highways and term maintenance activities
- Price long-term maintenance and framework contracts with a focus on accuracy and commercial strength
- Contribute to tender strategy, risk assessment, and governance checks
- Work with supply chain partners to obtain competitive quotations and improve commercial value
- Prepare clear and traceable estimating outputs using estimating systems and Microsoft Excel
- Collaborate with operational, technical, and commercial colleagues
- Assist with handover to delivery teams when needed
About you
This opportunity will suit a commercially aware estimator who can work confidently within governance processes, while still being proactive and adaptable.
- Proven background as an estimator in highways, term maintenance, or infrastructure maintenance
- Solid understanding of term service or framework-based contracts
- Experience working for a Tier 1 or Tier 2 contractor
- Strong ability to produce first-principles estimates
- Experience dealing with and influencing supply chain partners
- Very strong attention to detail and commercial judgement

- Highways professionals without direct term maintenance experience
- Rail or infrastructure maintenance candidates with relevant framework experience
