Job description

Role overview

This permanent Grade VII Operations Lead position sits within the Emergency Department Directorate at Beaumont Hospital and Affiliated Sites in Dublin. The post reports to the Head of Medical and Emergency Operations and is scheduled for 35 hours per week. The hospital will appoint at Grade VII pay scale, with salary set in line with government pay policy at €61,219 to €74,251, with LSI 1 at €76,912 and LSI 2 at €79,583.

The role is designed to provide operational leadership across the Emergency Department, with a strong emphasis on daily KPI delivery, performance reporting, data-led decision-making, and effective use of the ED ORBIS system. The post holder will also oversee the ED admin function, admissions, and the out-of-hours team, while working closely with the Clinical Director and Directorate Nurse Manager as needed.

Key responsibilities

The Operations Lead will support the Directorate Management Team in delivering key priorities, communicating objectives, and ensuring that operational targets are achieved. A major part of the role involves improving patient pathways, streamlining flows away from the ED where appropriate, and strengthening day-to-day operational control to maintain KPI compliance.

The position also includes service development and strategic planning responsibilities, including reducing PET times, leading initiatives that improve patient flow and experience, and supporting the effective use of IPMs and ORBIS across the organisation. The role requires regular review of ED activity, weekly reporting, and close collaboration with the wider management team on redesign opportunities.

In addition, the post holder will act as project lead on selected directorate initiatives, applying structured project management methods from initiation through closure. They will also support change management by helping define current and future states, guiding transitions, engaging stakeholders, and using improvement methods such as LEAN and PDSA cycles.

Other major duties include staff management and development, risk and issue oversight, budget support, business intelligence analysis, and performance monitoring. The Operations Lead will help ensure training, cross-cover, continuity planning, cost control, and timely escalation of operational risks. The role also requires building effective reporting systems, validating data, and supporting improvements in dashboards, data capture, and real-time information tools.
