About Technical Operations

BioMarin’s Technical Operations organization supports both clinical and commercial manufacturing. The team develops and scales production processes, maintains manufacturing sites and systems, ensures quality and regulatory compliance, and manages procurement plus global movement of medicines to patients.

Role Overview

This senior leadership role oversees end-to-end supply chain activity across Europe. The position is responsible for ensuring reliable, compliant, efficient, and flexible supply of commercial and clinical products across multiple markets.

The role reports to the Head of Regional Supply Chain and partners with Commercial, Technical Operations, Quality, Finance, Regulatory, and external distribution partners. It combines strategic planning with hands-on execution in a matrixed, cross-functional environment.

Location: Cork or Dublin, with a hybrid arrangement requiring 2 days per week onsite. Closing date: 10 July 2026.

Key Responsibilities

• Build and drive the Europe regional supply chain strategy in line with global goals, commercial plans, and patient service expectations.
• Act as the main strategic and operational partner on regional supply chain topics for senior stakeholders.
• Plan long-term supply chain capacity, distribution, and inventory approaches to support new indications, market entry, and portfolio changes.
• Lead improvement efforts and digital transformation initiatives, including ERP/APO tools, analytics, and visibility platforms.
• Own the regional and country S&OP cycle, covering demand review, supply review, and alignment forums.
• Ensure forecasting accuracy, scenario planning, and aligned decision-making across all supported markets.
• Set inventory targets, replenishment approaches, and safety stock policies based on market dynamics, product needs, and risk profile.
• Improve forecast accuracy, inventory efficiency, OTIF performance, and service levels.
• Oversee logistics and distribution activities, including distribution centres, 3PL partners, specialty pharmacies, import/export flows, and cold chain handling.
• Ensure compliance with GDP, GxP, and local regulatory requirements across regional logistics operations.
• Manage supply-related aspects of distributor partnerships and track contractual and service commitments.
• Support timely order fulfilment and customer communication, including escalation and issue resolution.
• Lead supply chain readiness for product launches across Europe from commit-to-file through commit-to-launch milestones.
• Partner with global and local teams to prepare distribution, labelling, import requirements, and inventory builds for launches.
• Maintain alignment with pharmaceutical distribution rules, import/export requirements, medicinal product regulations, and market-specific obligations.
• Work with Quality to sustain compliance with cGxP, GDP, documentation standards, and audit readiness.
• Put controls in place for temperature-sensitive goods, serialization, and traceability.
• Identify supply risks such as single-source dependencies, geopolitical disruption, and logistics interruptions.
• Develop continuity plans, dual-sourcing where relevant, and crisis communication processes following the existing tier escalation approach.
• Track and report regional KPIs covering supply performance, S&OP maturity, inventory health, OTIF, customer service, and cost-to-serve.
• Prepare recurring executive updates and contribute to strategic decisions for global leadership.
• Lead, coach, and develop the regional supply chain team while promoting collaboration, problem-solving, and operational excellence.
• Build effective partnerships with Commercial, Finance, Manufacturing, Quality, Regulatory, Network Strategy, and external partners.
• Influence stakeholders across a matrixed organization and support cross-functional alignment at senior levels.

Required Qualifications

• Bachelor’s degree in Supply Chain, Business, Engineering, or a related field.
• At least 10 years of progressive supply chain experience in pharmaceuticals or biotech, covering demand planning, supply planning, logistics, and distribution.
• Experience managing supply chain operations across a multi-country European region.
• Strong working knowledge of cGxP, GDP, cold chain, and pharmaceutical distribution regulations.
• Proven ability to run S&OP processes and coordinate across multiple functions.
• Excellent communication skills, with the confidence to engage senior executives.
• Ability to balance several priorities in a fast-moving, high-growth environment.
• Strong English writing and speaking skills.

Preferred Profile

• Advanced qualification such as an MBA, MS in Supply Chain, Engineering, or similar.
• Background in rare disease, biologics, or advanced therapies.
• Experience using ERP systems, advanced planning tools, or digital supply chain technologies.
• Ability to work in multiple languages is an advantage.
• Professional certifications such as PMP, Lean Six Sigma, CPIM/CSCP, or equivalent are desirable.
