Job description

Position Summary

The City of Albuquerque is seeking a forward-thinking leader to guide the Department of Technology and Innovation (DTI). In this role, you will shape the department into a strategic, service-focused organization that delivers strong value to the city and its residents. You will align technology services with city priorities, coordinate with internal divisions and outside partners, and provide high-level administrative support to department leadership and city officials.

This is an unclassified, at-will position.

Essential Functions

  • Take complete leadership responsibility for citywide technology operations, including network and voice systems, imaging and video services, ERP, public safety systems, email, and the 311 Community Contact Center.
  • Lead cybersecurity efforts through the DTI cybersecurity team while coordinating with IT and data management teams across all departments.
  • Oversee department services that support city departments, staff, services, and partner organizations.
  • Develop, review, and maintain technology policies and standards in line with city governance requirements.
  • Monitor corrective actions and compliance work to ensure adherence to internal rules, regulations, and relevant industry standards.
  • Set departmental goals, priorities, and policies for all assigned service areas, and ensure city systems are integrated effectively within those program areas.
  • Define staffing and service levels, evaluate how efficiently services are delivered, and adjust resources, tools, and procedures as needed.
  • Advise the City on information systems, technology strategy, challenges, and opportunities; review contracts, grants, budgets, and related matters to support technology decisions.
  • Keep current on city goals and programs and work with departments to align technology resources with those objectives.
  • Lead budget preparation and administration for the department, including forecasting needs for staff, equipment, materials, and supplies, and approving spending and budget changes when necessary.
  • Present, defend, and explain department programs, policies, and activities, including handling difficult or controversial matters.
  • Represent DTI with city divisions, departments, elected officials, outside agencies, and members of the public.
  • Support city administration by preparing staff reports, correspondence, and presentations, and by serving on boards, commissions, and committees.
  • Provide support to assigned boards and commissions, including the City of Albuquerque Information Systems Committee and the Technical Review Committee.
  • Attend professional meetings and stay informed about emerging trends and innovations in information systems.
  • Handle complex and sensitive community questions, concerns, and complaints.

Supplemental Duties

  • Carry out additional related duties as assigned.

Minimum Qualifications

Candidates should have a master's degree from an accredited college or university, along with seven years of management experience in information systems, including six years of supervisory experience. Education and directly related experience may be considered on a year-for-year basis.

Additional Requirements

  • A valid New Mexico driver’s license is required, or the ability to obtain one by the date of hire.
  • A City Operator’s Permit (COP) must be obtained within six months of joining.
  • An ITIL certification must be earned within six months of hire.

Working Conditions

Environment: Primarily an office-based setting with regular exposure to computer screens.

Physical Requirements: The role may require sitting for extended periods and using a computer keyboard.
