Bell's AI Fabric initiative is creating a secure, sovereign AI compute network across Canada featuring multiple large-scale data centers including a significant 500 MW site in British Columbia and a 300 MW site in Regina, Saskatchewan.

Position Summary

As the Director of Quantity Surveying and Contracts, you will lead the commercial management of Bell's expansive AI Fabric program, overseeing quantity surveying, contract management, procurement, and commercial governance across highly valuable infrastructure projects. You will be essential in maintaining cost certainty, managing contracts, claims, risks, and leading the commercial team nationally.

Key Responsibilities

  • Lead all quantity surveying and cost management processes from estimating to final account settlements for data centre projects.
  • Develop and direct contract strategies, negotiations, and administration for general contractors, EPCs, trades, and vendors to safeguard Bell’s commercial interests.
  • Drive procurement standards, commercial governance, and approval frameworks supporting rapid capital program growth.
  • Manage change orders, contract variations, and dispute claims ensuring timely, fair resolutions that protect schedules and budgets.
  • Provide reliable cost forecasting, cash flow management, and commercial reporting to leadership.
  • Implement and enforce risk management practices across contracts and suppliers.
  • Collaborate cross-functionally with construction, engineering, program controls, and procurement teams to align commerce and delivery strategies.
  • Ensure compliance with contractual obligations, legal regulations, and internal audit standards.
  • Deliver executive-level commercial reports and advice to senior AI Fabric stakeholders to assist decision-making.
  • Build and develop a high-performing commercial and quantity surveying team nationwide.

Qualifications and Experience

  • Over 15 years of experience in commercial management, quantity surveying, and contracts, preferably with hyperscale data centers or major infrastructure projects.
  • Proven history managing commercial governance on complex and large-scale capital projects, especially from the owner's side.
  • Expertise in cost estimation, cost planning, and full life-cycle quantity surveying.
  • Strong knowledge of contract strategy, negotiation, and administration including major forms such as FIDIC and CCDC.
  • Experience managing claims, disputes, variations, and commercial risk on large construction programs.
  • Deep understanding of procurement procedures and supply chain governance in capital-heavy environments.
  • Demonstrated ability to develop and grow commercial and project control functions from the early phases.
  • Excellent stakeholder management skills, able to influence senior engineering, construction, and executive leaders.
  • Professional qualifications such as RICS (MRICS/FRICS), PQS, CIQS, or equivalent, complemented by a degree in Quantity Surveying, Construction Economics, Engineering, or related fields.
  • Willingness to work onsite and travel within Canada as the portfolio expands.
  • French language skills are necessary for positions located in Quebec.
