Role Summary

The Director of Policy Development will join the Global Policy Team’s Policy Development and Research Group, helping define legislative and regulatory frameworks for a growing sector in Europe and the Middle East. This leadership role involves analyzing legislation, developing policy positions in conjunction with cross-functional teams, and advising on strategic priorities. The position demands collaboration with stakeholders across Wolt and Deliveroo to promote policies beneficial to couriers, merchants, and consumers.

Key Responsibilities

  • Lead regulatory analysis for significant legislative initiatives across Europe and the Middle East, translating complex laws into actionable business and operational strategies for senior leaders.
  • Provide expert legal and legislative insight into challenging regulatory issues, especially those concerning the future of work for courier partners, making decisive judgments under uncertainty and tight deadlines.
  • Function as a strategic driver within the policy development team by collaborating with Public Affairs to understand political contexts and advance organizational priorities through legislative and regulatory channels.
  • Facilitate alignment between Legal, Strategy & Operations, Product, Finance, and Communications to ensure cohesive policy implementation.
  • Support external engagements with policymaker, regulator, and industry stakeholders as necessary alongside the Public Affairs team.
  • Engage with academic and research entities to establish thought leadership, influence policy environments, and strengthen the company’s reputation as a constructive policy participant.
  • Balance legal, operational, and financial considerations to recommend policies that are legally compliant and commercially viable at scale.

Candidate Profile

  • Over ten years of professional background in law, government, or policy development within an international context, with proven success managing diverse legislative and regulatory matters. Experience in-house is a plus.
  • Possession of a Master of Laws (LL.M.) degree from a recognized EU institution or equivalent strong legal expertise.
  • Professional experience with digital platforms, mobile applications, or software products.
  • Proactive and resourceful individual capable of handling a variety of tasks independently.
  • Fluency in English complemented by excellent communication and interpersonal skills.
  • Ability to work effectively within a global business setting, demonstrating cultural sensitivity and flexibility regarding work hours, with occasional travel to European and U.S. offices.
  • Additional advantage for knowledge of employment and labor law in international or U.S. environments including law firms or tech companies.
