Director of Operations

About the Role

PRIME FiBER is building next-generation fiber broadband infrastructure across the Greater Phoenix area. In this position, you will take ownership of large-scale FTTH (Fiber-to-the-Home) rollout activity and help ensure reliable, high-quality network delivery at scale.

This role is centered on field execution and market operations. You will guide construction progress, manage contractor performance, coordinate with municipalities and utilities, and remove obstacles that slow deployment. The right person will be a practical, hands-on operational leader who can solve problems quickly, build trust with external stakeholders, and keep multiple teams aligned toward aggressive rollout goals.

Key Responsibilities

• Lead market-level operations and ensure FTTH construction work is completed safely, on time, efficiently, and to required quality standards.
• Track and push progress across major build milestones such as conduit installation, fiber placement, splicing, testing, restoration, and final construction closeout.
• Set priorities clearly, clear roadblocks, and keep the field organization focused on delivery.
• Identify and work through issues that affect construction pace, including permit delays, utility coordination problems, locate challenges, site access limitations, contractor performance gaps, and field execution issues.
• Create workable solutions that balance speed, cost, quality, safety, and stakeholder expectations.
• Spot risks early and put recovery or mitigation actions in place before they disrupt delivery.
• Develop and maintain strong relationships with municipalities, permitting offices, utilities, locate providers, HOAs, and community stakeholders.
• Act as the local escalation contact for issues that threaten schedule or execution.
• Represent the business professionally with outside partners to support long-term success in the market.
• Manage general contractors, subcontractors, and field partners through clear expectations, accountability, collaboration, and continuous improvement.
• Give vendors the information and support they need while holding them accountable for commitments and results.
• Monitor vendor performance across production, quality, restoration, safety, and closeout metrics.
• Oversee the full construction lifecycle, including pre-construction readiness, permitting support, utility coordination, underground build execution, fiber placement, splicing, testing, quality control, restoration, and closeout.
• Work closely with Engineering, Permitting, Network Operations, Supply Chain, and Commercial teams to keep market delivery on track.
• Share updates, risks, and recovery plans clearly across all levels of the organization.

Requirements

• At least 8 years of experience in fiber broadband, telecommunications, utility construction, infrastructure deployment, or a similar field operations environment.
• At least 3 years of leadership experience managing teams, contractors, or large-scale field programs.
• Strong working knowledge of FTTH construction, OSP deployment, and underground construction techniques.
• Proven experience managing contractor output, production schedules, budgets, quality requirements, and operational KPIs.
• Ability to work through difficult field issues, influence external stakeholders, and solve problems without depending only on authority or escalation.
• Direct experience working with municipalities, permitting bodies, utilities, contractors, and other external partners.
• Comfort operating in a fast-moving, high-growth environment with demanding deployment targets.
• Strong communication skills for interacting with field staff, executives, municipalities, utilities, and contractors.

Preferred Skills and Background

• Experience leading large FTTH builds in active residential neighborhoods.
• Knowledge of local permitting workflows, utility coordination, right-of-way requirements, and utility locate processes.
• Familiarity with directional drilling, microduct deployment, fiber placement, splicing, testing, and restoration standards.
• Exposure to damage prevention programs and construction quality management practices.
• Ability to work with GIS tools, construction management platforms, production dashboards, and reporting systems.
• Experience with open-access fiber networks or wholesale broadband operating models.
• Bachelor’s degree in Engineering, Construction Management, Business, or a related area preferred.

Compensation

This role offers a base salary of $130,000 to $150,000 per year, plus a target annual bonus of 20%.
