Position Overview
Legal Aid Services of Oregon (LASO), a nonprofit providing civil legal aid to low-income clients across Oregon, is seeking a Director of Human Resources based in its Central Administrative Office in Portland. This role offers a partial remote work option.
About LASO
LASO operates thirteen offices statewide, serving diverse populations including general low-income residents, farmworkers, taxpayers with limited means, and Native American clients. The organization pursues impactful advocacy and high-quality legal representation.
Key Responsibilities
- Lead all human resources compliance efforts, ensuring adherence to ADA, COBRA, ERISA, FMLA, HIPAA, OSHA, and other relevant regulations and policies.
- Manage personnel changes and disciplinary processes across the program, maintaining thorough documentation.
- Administer LASO’s employee benefits programs and educate staff on these offerings.
- Ensure compliance with Legal Services Corporation and other grant-related requirements.
- Develop, implement, and update HR policies.
- Provide support during collective bargaining negotiations and monitor compliance with collective bargaining agreements.
- Supervise administrative HR personnel within the Central Administrative Office.
- Collaborate closely with employment legal counsel and executive leadership to optimize program policies and practices.
- Participate as a member of the Central Office executive management team.
- Conduct occasional statewide travel and be available for after-hours or weekend work as needed.
Qualifications
- Preferred Oregon-licensed attorney with expertise in employment law, or equivalent experience in nonprofit HR compliance focused on unionized workplaces and employee relations.
- Bachelor’s or Master’s degree in Human Resources, Organizational Psychology, Business Management, or a related field.
- Proficiency in learning and troubleshooting technology; familiarity with ADP, electronic filing, and cloud platforms is beneficial.
- Minimum 5 years of senior leadership experience in Human Resources.
- Comprehensive knowledge of employment laws, regulations, and current HR practices.
- Strong collaboration and strategic problem-solving skills.
- Demonstrated sound judgment, teamwork orientation, initiative, and positive attitude.
- Experience using trauma-informed supervision to engage employees effectively.
- Possession of a valid driver’s license or ability to obtain one within 30 days of hire.
Compensation and Benefits
- Position based on a 35-hour workweek.
- Salary ranges from $90,200 to $96,200 annually (5-10 years experience) and $97,700 to $120,200 annually (11-30 years experience), determined by relevant experience.
- Additional annual bilingual pay: $4,300 to $5,700 depending on proficiency level.
- Comprehensive benefits including health, vision, and dental insurance for individuals and families; 6% employer retirement contributions; paid holidays, vacation, and sick leave; and reimbursement for moving expenses.
