About CRIS and SIMFONI
The Consortium for Clinical Research and Innovation, Singapore (CRIS) unites seven national R&D, clinical, and service programs to enhance clinical research and establish capabilities vital for an advanced healthcare system. The entities under CRIS include SCRI, NHIC, ACTRIS, PRECISE, STCC, CADENCE, and SIMFONI – the Singapore Medical Foundation AI model program established in 2025 to promote safe and responsible AI usage in public healthcare. SIMFONI focuses on building infrastructure and capabilities to accelerate the development and implementation of large-scale machine learning foundation models to improve healthcare outcomes.
Key Role and Responsibilities
As the leader for Corporate Services, you will collaborate closely with the Executive Director to drive strategic governance, planning, and operational excellence. You will oversee a team managing grant allocation, budgeting, procurement, HR functions, and fostering a strong organizational culture to enable technical and clinical teams to perform effectively and purposefully.
- Support the Executive Director by preparing Board and Leadership reports, tracking key milestones, budgets, and mitigating strategic risks.
- Maintain and develop reporting frameworks and governance calendars to monitor project KPIs, compliance, and grant outcomes.
- Create executive dashboards to aid decision-making and enhance stakeholder communication.
- Manage finance-related tasks including cost center setup, budget monitoring, and grant disbursement ensuring accountability and audit compliance.
- Lead financial planning and scenario modeling to guide strategic distribution of resources.
- Supervise operational functions such as procurement, HR coordination, contract management, and internal policy development ensuring alignment with public sector and grant governance standards.
- Implement process improvements and tools to increase operational efficiency while reducing administrative risks.
- Promote team engagement through events, onboarding, retreats, and milestone celebrations to build a collaborative, high-performing culture aligned with healthcare transformation goals.
- Act as a cross-functional liaison for internal communications and to synchronize shared objectives.
Candidate Requirements
- Bachelor’s degree in a relevant discipline; Master’s degree preferred.
- At least 10 years of pertinent experience, including 5-6 years in leadership or supervisory roles.
- Demonstrated expertise in strategic planning, financial oversight, and operations, ideally within healthcare, research, or public sector environments.
- Excellent communication skills with the ability to distill complex data into clear executive insights.
- Experience managing fund and grant administration with strong governance adherence.
- Highly organized, flexible, and capable of navigating ambiguity in a fast-paced, mission-oriented setting.
