Role overview

The Deputy Commissioner will oversee the governance, day-to-day operations, and long-range stability of the BCHL development league system. Reporting to the BCHL Commissioner and the Development League Executive Committee, this position is accountable for running competitive, well-structured leagues that support athlete development and align with BCHL values.

Key focus areas

  • League governance, including bylaws, rules, discipline, and operating standards
  • Hockey operations such as eligibility, transactions, scheduling, and season planning
  • Stakeholder engagement with governors, clubs, operators, and the BCHL office
  • Strategic growth, including player pipeline development, expansion, and overall ecosystem health

What you will be responsible for

  • Act as the senior executive authority for the BCHL development league portfolio and represent the Commissioner in all development league matters
  • Put governance structures, operating standards, and strategic priorities into practice across every development league
  • Interpret, uphold, and apply league bylaws, rules, and regulations consistently and with procedural fairness
  • Direct the annual operating calendar for each league, covering scheduling, playoffs, events, and season design
  • Oversee all hockey operations functions, including player eligibility, transactions, and roster compliance
  • Administer the discipline process across development leagues by assessing incidents, making rulings, and helping ensure fair outcomes
  • Keep player registrations, transfers, and transaction records accurate and current
  • Help identify, manage, and advance players from the development leagues into the BCHL
  • Encourage strong standards for player welfare, safety, and conduct across the leagues
  • Serve as the main contact between the BCHL and development league Executive Committees and maintain clear communication
  • Develop trusted relationships with governors, team owners, and operators
  • Work with member clubs to address operational issues and provide guidance, tools, and practical solutions
  • Represent the development leagues in the BCHL Board and executive structure while providing regular updates and strategic advice to the Commissioner
  • Support long-term planning for the development league portfolio, including expansion opportunities and broader ecosystem health

What we are looking for

  • Substantial experience in hockey operations, league administration, or sport governance
  • A strong understanding of development league operations, including eligibility rules, player movement, scheduling, and the competitive and regulatory systems that guide them
  • Proven ability to manage governance processes in a fair and decisive way
  • Excellent relationship-building ability and the credibility to work effectively with governors, club operators, coaches, and players
  • The discipline to manage several leagues, calendars, and operational priorities at the same time
  • Strong written and spoken communication skills, with the ability to prepare clear correspondence and speak confidently with governors, board members, and club operators
  • A commitment to the development mission and an understanding that work at this level influences an athlete's path
  • Experience in or alongside a senior league office is considered an advantage
  • A degree in sport management, business, or a related area is preferred, though equivalent professional experience will also be valued

Compensation and employment details

The expected salary for this role is between CAD 75,000 and CAD 90,000, depending on qualifications and experience, with eligibility for a performance-based bonus.

This is a full-time position with an initial three-year term and the possibility of renewal.

The anticipated start date is July 15, 2026.

The role is fully remote, with travel required for league events, meetings, and similar duties. Candidates must be based in British Columbia.

Medical, dental, and vision coverage is included.

This is a high-trust, high-access position with direct reporting to the Commissioner and leadership of the BCHL and its development leagues.

The role will contribute directly to the BCHL's long-term growth strategy.
