This is a two-year contract role for a Deputy Chief Information Officer within the Digital Services & Technology Office at Ngee Ann Polytechnic in Singapore.

The appointee will jointly lead the Polytechnic’s digital, data, and AI transformation roadmap. In close partnership with the CIO, the role will steer strategic programs that use emerging technologies, data, and artificial intelligence to build secure, high-impact, and future-ready services across the institution.

The position also contributes to enterprise technology strategy, supports data-led decision-making, and helps strengthen the Polytechnic’s role in the wider POLITE and public-sector digital environment. As part of an active academic setting, the role may also involve sharing expertise with learners through the Polytechnic’s academic programmes.

Key responsibilities

• Shape and execute the Polytechnic’s digital, data, and AI strategy, including the expansion of AI, analytics, and automation to support institutional priorities. This includes leading enterprise data platforms and governance, as well as identifying high-value use cases across academic and corporate functions.
• Guide the modernization of enterprise systems through cloud, low-code, and platform-based solutions. Ensure applications fit the target enterprise architecture and interoperability requirements, while streamlining systems to reduce overlap and improve the user experience.
• Develop and implement governance frameworks for Responsible AI, covering risk management, ethics, and compliance. Strengthen coordination between AI, cybersecurity, and data protection, and ensure alignment with public-sector standards such as IM8, PSGA, and related AI governance frameworks.
• Work with senior leadership to define technology-enabled transformation priorities and strategic direction. Represent the Polytechnic in POLITE, MOE, and GovTech forums on digital, data, and AI topics, while also building collaborations with industry and AI ecosystem partners.
• Lead multidisciplinary teams spanning data engineering, AI/ML, digital platforms, and cybersecurity. Grow internal capability through upskilling and talent development, while mentoring senior colleagues and preparing the next generation of technology leaders.
• Manage programme delivery, service performance, and reliability to meet operational requirements. Allocate resources effectively, oversee the vendor landscape, and drive ongoing service improvement and innovation across IT operations.

Candidate profile

• Minimum 15 years of experience in ICT, with substantial leadership involvement in digital transformation, data, or AI.
• Demonstrated success in delivering enterprise-level data or AI initiatives.
• Background in the public sector or experience handling complex stakeholder networks.
• Solid knowledge of data platforms, analytics, and AI/ML environments.
• Working understanding of cloud architecture and modern application development.
• Good grasp of cybersecurity and data protection fundamentals.
• Awareness of Responsible AI and governance practices.
• Strategic mindset with the ability to turn plans into execution.
• Strong stakeholder management and influencing ability.
• Experience leading high-performing cross-functional teams.
