Role overview
Changi Airport Group is looking for a People Data Architect to shape how human resource data is designed, connected, governed, and used across the organisation. This position sits within the HR function and supports the broader goal of attracting and keeping talent, strengthening capability, and creating a great workplace experience.
The role is centred on building a central People Data Platform that brings together information from multiple HR systems into a dependable single source of truth. The outcome is better employee support, quicker HR transactions, more relevant insights, and a platform ready for future AI-driven use cases.
This is both a strategic and hands-on position. You will define the long-term architecture direction for the People data landscape in line with the Digital Employee Experience vision, while also resolving integration issues, raising data quality at the source, and helping ensure the HR technology environment remains secure, scalable, and adaptable. You will also guide a small specialist team and work closely with HR, IT, and business partners to deliver reliable people data services for internal users.
What you will do
- Shape and govern the end-to-end architecture for People data across the HR ecosystem.
- Design how data moves between systems such as SuccessFactors, ServiceNow, Cornerstone, Power Apps, analytics tools, Microsoft Fabric, and AI agents.
- Choose the right integration approach, including APIs, middleware, ETL pipelines, and event-based workflows, while making effective use of Microsoft technologies to reduce data silos and manual effort.
- Lead the design and ongoing improvement of the People Data Platform as the core repository and orchestration layer for People data exchange.
- Build the platform so it can scale for future growth, additional data sources, analytics expansion, and AI-enabled use cases.
- Introduce and maintain strong data governance and quality controls across all People systems.
- Set up validation rules, checks, reconciliations, and monitoring so data remains accurate, consistent, and trustworthy across the pipeline.
- Work with data owners to define shared standards such as employee IDs, job functions, and employment information.
- Make sure privacy, security, and compliance requirements are designed into the solution from the start.
- Partner with data owners and the Enterprise Data Science & Management Center of Excellence to maintain common definitions and taxonomies, including employee IDs, job codes, and organisational hierarchies.
- Drive adoption by helping stakeholders understand new tools and processes, improving data literacy within the People Team, and building support for data initiatives across the organisation.
- Deliver high-quality data for reporting, analytics, dashboards, and decision-making.
- Support chat-enabled analytics, queries, transactions, and future AI agents through the right pipelines, models, and connections.
- Enable self-service analytics by preparing clean, standardised datasets and semantic layers for tools such as Power BI and Microsoft Fabric.
- Build capability within the People data team by mentoring team members and strengthening expertise in pipelines, integration, and analytics.
- Take a hands-on approach to troubleshooting difficult cross-system problems and maintaining continuity of data services.
- Work closely with HR, IT, security, and business stakeholders, and coordinate with external vendors and implementation partners so third-party solutions align with CAG’s data architecture and security expectations.
Requirements
- A degree in Computer Science, Information Systems, Data Engineering, or a closely related discipline.
- About 6 to 8 years of experience in data architecture, data engineering, or data platform development.
- Proven ability to design and implement enterprise data solutions, integrations, or analytics platforms.
- Strong practical experience with data modelling, databases, and data schemas for enterprise environments, including relational and non-relational models, warehousing, and data lakes or data hubs.
- Solid background in integration and pipeline development using APIs, ETL/ELT, middleware, and real-time data movement.
- Working knowledge of integration methods and tools such as REST APIs, web services, message queues, ETL tools, and streaming technologies.
- Experience delivering reliable, secure, and high-performing data flows across multiple systems.
- Experience setting up data quality and governance practices, including validation rules, monitoring dashboards, and data lineage documentation.
- Understanding of data privacy and compliance requirements such as PDPA or comparable regulations, with experience applying security and privacy controls in data processes.
- Experience mentoring or leading technical specialists or data professionals.
- Ability to convert business needs into practical and scalable system designs.
- Genuine interest in AI and in using AI to expand personal and team productivity.
Preferred profile
- Experience working with HR systems; SuccessFactors experience is especially valuable.
- Practical exposure to Microsoft’s data and integration stack, including Azure Data Factory, Azure Synapse Analytics or Microsoft Fabric, Azure SQL Database, Azure Data Lake Storage, Azure Integration Services, Power BI, and Power Apps.
- Familiarity with platforms and tools such as SAP CPI, Boomi, Snowflake, Databricks, or similar technologies.
- Background in People Analytics or HR data domains.
- Interest in AI, automation, and digital employee experience solutions.
- Relevant certifications such as Microsoft Certified: Azure Data Engineer, Azure Solutions Architect, or credentials in data architecture and governance.
