Role overview

Africell RDC, part of the pan-African mobile telecommunications group Africell, is hiring a Compensation and Benefits Manager for its Kinshasa office in the Democratic Republic of the Congo. This position sits within the HR function and focuses on payroll, compensation, benefits, compliance, reporting, and employee support.

HR systems and data integrity

  • Oversee HRIS and payroll platforms.
  • Keep employee records accurate and up to date.
  • Check data quality across HR systems and correct inconsistencies.
  • Help improve and automate payroll and benefits workflows.

Reporting and analytics

  • Deliver clear compensation and benefits reports to HR leadership.
  • Prepare recurring analysis on payroll expense, benefits spending, and workforce compensation patterns.
  • Assist the HR Director with workforce cost reviews.
  • Provide inputs for budgeting and workforce planning.

Outsourced workforce administration

  • Coordinate payroll and benefits supervision for outsourced staff managed through agencies.
  • Review and verify payroll submissions from outsourcing partners.
  • Confirm that vendors follow contract terms, employment regulations, and statutory payment obligations.

Employee support and query handling

  • Offer employees timely guidance on pay and benefits matters.
  • Explain payslips and compensation structures clearly.
  • Maintain transparent communication about remuneration policies.

Audit, controls, and risk management

  • Build and maintain controls to reduce payroll and benefits exposure.
  • Implement mechanisms that strengthen payroll governance.
  • Carry out periodic internal payroll audits.
  • Ensure alignment with internal governance requirements.
  • Detect and reduce risks linked to payroll mistakes or fraud.

Experience and working style

The role requires a minimum of 8 years of relevant experience and a practical, proactive approach. The successful candidate should be comfortable working with diverse teams and environments, and should bring strong resilience, adaptability, analytical thinking, and communication skills.

Required knowledge and tools

  • Hands-on experience with payroll systems and benefits administration.
  • Working knowledge of DRC labour law and tax obligations, including IRT and INSS.
  • Understanding of compensation structures, benefits design, and payroll tax requirements.
  • Strong command of HRIS tools and Microsoft Office.
  • Ability to use HR data to support decisions.
  • Stakeholder management and influencing ability.
  • Good problem-solving and analytical capability.
  • Excellent interpersonal and communication skills.
  • French language ability is an advantage.
