Role Overview

Integrated Finance & Accounting Solutions is hiring a Compensation Analyst for the Office of Global Compensation in Charleston, South Carolina, supporting the U.S. Department of State. The position sits within American Pay Processing and focuses on payroll processing, analysis, auditing, and monitoring in a complex global compensation environment.

Global Compensation serves U.S. Foreign Service employees, Department of State Civil Service employees, and Locally Employed staff. The office also supports American payroll for U.S. agencies overseas and annuity services for Foreign Service retirees. Operating from Charleston, South Carolina and Bangkok, Thailand, the team handles compensation services across 180 countries and 140 currencies, including time and attendance, payroll, annuities, customer support, withholding, benefits, record keeping, and reporting.

Key Responsibilities

The core focus of this role is bi-monthly time and attendance reporting, pay computation, leave account management, allotments, and other individual pay-related matters. The analyst may support one or more payroll teams, including Common, Benefits/Entry on Duty, Alliances, Leave, Separations, and Remaining Deductions/Additional Entitlements.

  • Receive, investigate, evaluate, and complete specialized pay actions.
  • Ensure time and attendance records are processed accurately and on time in proprietary financial systems, including transactions that affect pay, leave, taxes, benefits, and deductions.
  • Review personnel actions and personal services contracts or agreements prepared by embassies, reject incomplete or noncompliant submissions, and communicate required corrections to post personnel offices.
  • Respond to employee payroll questions by email, including inquiries about pay, deductions, and related matters.
  • Audit, reconcile, and analyze reports and accounts, making retroactive adjustments and carrying out deeper record searches when needed.
  • Perform manual calculations to validate year-to-date corrections when automated systems cannot complete the work.
  • Investigate and correct erroneous payments, and clear domestic and overseas time-and-attendance rejects in a timely manner.

Skills and Competencies

The position calls for strong multitasking ability, client service orientation, analytical thinking, organization, and excellent verbal and written communication. Candidates should also be comfortable working with word processing tools, spreadsheets, and database systems, with intermediate proficiency in Microsoft Excel and Microsoft Word. Prior payroll or finance experience in a fast-paced, high-volume setting is important, along with strong attention to detail and problem-solving capability.

Qualifications

  • Professional experience relevant to supporting the design, development, analysis, testing, or implementation of systems with similar scale, complexity, and scope to Department of State systems.
  • Ability to obtain Secret security clearance.

Work Schedule

This is an on-site role. The employee will work an 8-hour shift scheduled between 6:15 am and 6:00 pm, with an unpaid lunch break. Extra hours may be required, but they must be approved by the Project Manager and Department of State management.
