Role Summary

The Civil Inspector will oversee and verify civil construction activities on infrastructure projects in Dubai, with particular attention to RTA and Dubai Municipality requirements where relevant. The role requires on-site technical control to confirm that works follow approved drawings, project specifications, local and international standards, and all quality, safety, and regulatory obligations.

This position also involves checking completed work, identifying issues or departures from requirements, helping close out site defects, and keeping complete inspection and quality documentation.

Key Duties

  • Monitor and inspect civil works across the project scope, including earthworks, excavation, backfilling, compaction, grading, subgrade preparation, roadworks, pavement layers, asphalt, concrete pavements, kerbs, footpaths, interlock, drainage systems, utility corridors, and minor structural civil elements.
  • Coordinate field density testing and confirm compaction acceptance where required.
  • Check line, level, bedding, surround, and readiness for testing and commissioning on drainage and stormwater assets such as manholes, catch basins, pipelines, culverts, channels, and headwalls.
  • Inspect utility-related works including ducts, sleeves, chambers, protection slabs, crossings, and reinstatement, while coordinating with relevant authorities and NOCs when applicable.
  • Verify concrete and minor structural works such as blinding, foundations, thrust blocks, retaining walls, reinforcement, formwork, placement, and curing.
  • Confirm that construction follows approved drawings, specifications, RTA/DM requirements, standards, method statements, ITPs, and risk assessments.
  • Review and process inspection requests after confirming all preconditions are satisfied.
  • Review material submittals for civil works and confirm that materials delivered to site match approved submissions.
  • Assist with shop drawing review for constructability and compliance, as directed by the Engineer.
  • Witness or verify testing and quality records, including compaction/FDT, plate load tests where relevant, concrete sampling and cube results, asphalt temperature and laydown checks, density and core testing, and pressure or leakage-related tests as applicable.
  • Maintain inspection reports, daily logs, checklists, progress records, and photo documentation in line with QA/QC requirements.
  • Record, report, and track non-conformances, recommend corrective actions, and confirm closure after rectification and re-inspection.
  • Support snagging, as-built checks, and documentation required for handover.
  • Liaise with project engineers, contractors, subcontractors, and authority representatives to resolve technical, site, and interface issues.
  • Escalate quality, safety, programme, access, permit, and interface risks early.
  • Enforce health, safety, and environmental requirements on site and raise concerns about unsafe practices immediately.
  • Take action to ensure corrective measures are implemented when unsafe conditions are observed.

Requirements

  • A Bachelor’s degree or diploma in Civil Engineering, or in a closely related field, is required.
  • Applicants should have 7 to 10 years of relevant civil inspection experience on road or infrastructure projects within the UAE.
  • Hands-on experience with RTA and/or Dubai Municipality projects, including familiarity with related standards, specifications, and approval procedures, is essential.
  • Strong understanding of civil construction methods and materials is needed, especially earthworks, compaction, pavement layers, asphalt, concrete, drainage, utilities, reinstatement, and finishing works.
  • Working knowledge of relevant standards and codes such as BS, ASTM, AASHTO, ACI, or similar is expected.
  • Experience with international consulting or engineering firms will be viewed favourably.
  • Good written and verbal communication skills in English are necessary; Arabic is an added advantage.
  • Proficiency in MS Office and digital tools for site inspection and reporting is required.
