City Planner I or II - Current Planning

Overview and Key Responsibilities

The City of Loveland is seeking qualified candidates for the positions of City Planner I and City Planner II to contribute to the city's current planning efforts by processing permits, reviewing applications, and coordinating development proposals in compliance with city regulations and urban planning principles.

City Planner I Responsibilities

• Process use-by-right building permits across commercial, industrial, multi-family, and residential categories ensuring alignment with relevant city codes and planning standards.
• Conduct onsite inspections to verify that site improvements adhere to approved development plans.
• Review planning applications and construction drawings to ensure compliance with applicable standards and regulations.
• Organize and participate in neighborhood meetings, helping to negotiate solutions for community concerns related to land use and development.
• Draft staff reports with recommendations for the Zoning Board of Adjustment and Planning Commission and present these reports through oral and graphical means.
• Coordinate development proposals such as subdivisions, site plans, and variance requests with pertinent city departments.
• Maintain consistent and clear communication with applicants to guide them through compliance and facilitate timely project completion.
• Interpret and explain city codes, related laws, policies, and standards to the public, applicants, city officials, and staff members.
• Deliver high-quality customer service to internal and external stakeholders.
• Engage in planning research activities and assist with the preparation and presentation of plans, policies, and studies as assigned.
• Support other city offices in advancing design and planning goals.

City Planner II Responsibilities

• Prepare and present staff reports recommending actions for the Zoning Board of Adjustment, Planning Commission, and City Council.
• Lead receipt and coordination of development applications, including annexations, zoning changes, subdivisions, and variances in partnership with city departments.
• Provide guidance to applicants for adherence to regulations and efficient completion of projects.
• Interpret and communicate provisions of city codes, laws, and policies to various stakeholders.
• Assure delivery of excellent customer service internally and externally.
• Conduct planning research, including drafting revised regulations aligned with the Comprehensive Master Plan and urban planning best practices.
• Perform urban design analyses to support policy and regulatory enhancements.
• Collaborate with other city offices to fulfill design and planning objectives.
• Serve as chairperson or liaison for assigned committees.
• Complete field inspections to ensure site improvement compliance with approved plans.
• Review planning applications and construction documentation for conformance with established standards.
• Contribute to the development and presentation of planning documents, policies, and studies.
• Coordinate and facilitate neighborhood meetings, assisting in resolving land use and development issues within communities.

Additional Job Functions

• Participate in committees, focus groups, and work teams across the organization.
• Perform other duties as assigned.

Qualifications

Education:
The position requires a Bachelor's degree in Urban or Regional Planning or a related field. A graduate degree in these fields is preferred.

Experience:
City Planner I candidates should have a minimum of one year of experience in urban planning, ideally in development review. Equivalent combinations of education and experience may substitute on a year-for-year basis.
City Planner II candidates must have at least three years of urban planning experience, with one year in development review. Holding a Master's degree can substitute for one year of experience.

Certifications:
A valid driver's license is mandatory. Certification by the American Institute of Certified Planners (AICP) is desirable but not required.
