Chief Textiles and Apparel Negotiator

Overview

The Chief Textiles and Apparel Negotiator serves as the primary representative of the U.S. government in negotiating bilateral and multilateral trade agreements concerning textile and apparel products. This role involves fostering cooperation among foreign officials, domestic agencies, and other stakeholders to advance U.S. interests effectively.

Key Responsibilities

• Lead U.S. government efforts as chief negotiator in trade talks related to textiles and apparel.
• Coordinate with foreign counterparts, government bodies, and senior officials to unify diverse perspectives toward favorable outcomes.
• Advocate the administration's trade policies before Congress, the public, private sectors, and international stakeholders.
• Formulate policy stances related to the negotiation and management of U.S. trade agreements.
• Engage with U.S. private sector representatives to identify trade challenges and devise negotiation strategies.

Qualifications and Requirements

• U.S. citizenship or national status is mandatory.
• Male applicants born after December 31, 1959, must be registered with Selective Service.
• Subject to both pre-employment and random drug testing under the Executive Office of the President's Drug-Free Workplace Program.
• Direct deposit enrollment is required.
• Relocation expenses will not be reimbursed.
• Applicants should be suitable for federal employment and may need to complete a one-year probationary period if not previously completed in federal service.
• Status candidates must meet specific time-in-grade requirements (52 weeks at the next lower grade).

Minimum Experience

• At least one full year (52 weeks) of specialized experience equivalent to the GS-14 level or comparable experience in the private sector.
• Experience includes leading international negotiations on trade policy, consensus building among varied interests, policy evaluation and implementation, public advocacy of policy positions, and directing complex assignments.
