Role Overview
Nunavut Tunngavik Incorporated is hiring a Chief Operating Officer (COO) to support the Chief Executive Officer in advancing Inuit economic, social, and cultural well-being. The role contributes to reconciliation and international relations through the recognition of human rights and the implementation of direction from the NTI Board, the Nunavut Tunngavik Foundation, and the Nunavut Inuit Wildlife and Environment Advisory Council.
The position is based in Cambridge Bay or Rankin Inlet, Nunavut, and is part of the executive team. It includes leadership of the Wildlife and Environment, Lands and Resources, and Inuit Programs and Services departments, along with responsibility for strategic planning, organizational change, risk control, quality improvement, human resources management, environmental assessments, Inuit Qaujimajatuqangit, and the planning and administration of NTI facilities.
As a senior executive, the COO works closely with the CEO on major organizational matters, including strategy, structure, and budget administration. The role also oversees environmental regulatory reviews and helps ensure that proponents, Institutes of Public Government, and governments meet their responsibilities under the Nunavut Agreement and the Nunavut Planning and Project Assessment Act.
Key Duties
- Support the CEO in carrying out NTI’s governance responsibilities and strategic priorities.
- Lead the departments responsible for Wildlife and Environment, Lands and Resources, and Inuit Programs and Services.
- Contribute to strategic planning, organizational redesign, and implementation of change initiatives.
- Guide risk management, quality improvement, and human resource management activities.
- Oversee environmental assessments and regulatory review processes.
- Work with the CEO on budget planning and administration.
- Plan and manage NTI facilities.
- Ensure obligations under the Nunavut Agreement and the Nunavut Planning and Project Assessment Act are monitored and upheld.
Qualifications and Experience
- A university degree or diploma in administration or a closely related discipline such as business administration, public policy, public administration, social science, commerce, or a similar field.
- At least 6 years of management experience, including exposure to financial and human resources management.
- Strong understanding of the Nunavut Agreement, NTI’s mission, corporate governance, and board policies.
- Proven background in policy analysis, policy design, and implementation.
- Experience in negotiation and networking.
- Strong ability to analyse, plan, prioritize, and delegate.
- Previous work with boards or committees.
- Excellent motivation and problem-solving ability.
- Strong written and verbal communication and presentation skills.
- Comfort working on several files at once under heavy deadlines and pressure.
- Ability to speak Inuktut or Inuinnaqtun is preferred; willingness to learn is required.
- Experience in building, managing, and tracking budgets.
- Experience in a highly politically sensitive environment.
- Knowledge of Inuit issues and demonstrated cultural sensitivity.
- Ability to work effectively in a multicultural setting.
- Familiarity with government processes and direct northern experience dealing with governments.
- Equivalent combinations of education and experience may be considered.
