Role Overview

The Chief Operating Officer will design and run a connected operating platform that brings together acquisitions, development, construction, asset management, and property management. The position is accountable for helping the business deliver on deal execution, portfolio expansion, and long-term operating stability across the entire real estate lifecycle.

As the organization’s operational lead, this person will coordinate functions, direct resources, remove inefficiencies, and strengthen accountability from initial deal sourcing through stabilized operations. The role also owns the company’s EOS (Entrepreneurial Operating System) implementation, keeping the business clear on priorities, disciplined in execution, and aligned to strategic goals. A strong owner’s mindset with respect to risk and reward is essential.

Success in this role means the company grows in a steady and predictable way, projects reach stabilization smoothly, teams are prepared for expansion, and every business unit works in support of long-term performance.

Executive Leadership

  • Act as the CEO’s operational partner by turning vision into action and giving direct input on feasibility, capacity, and trade-offs.
  • Work closely with the CEO’s direct reports as part of the executive leadership team.
  • Create the infrastructure needed to scale reliably toward the 10-year vision while absorbing greater deal flow without sacrificing execution quality.
  • Represent the Pipeline business to the board and other outside stakeholders when the CEO requests it.

Pipeline Leadership and Delivery

  • Make sure the leaders of Development, Acquisitions, Construction, Asset Management, and Property Management understand expectations and have the support needed to perform.
  • Lead the team toward EOS V/TO objectives and expand construction and development capacity to deliver 15 to 20 projects each year.
  • Own project delivery from deal identification through stabilized operations.
  • Convert growth priorities from the CEO into practical execution plans.
  • Ensure pipeline decisions are based on full lifecycle economics rather than optimizing only the initial deal.
  • Oversee timely, on-budget, high-quality project completion and prompt stabilization.
  • Confirm that development decisions support efficient operations and strong asset performance over the long term.
  • Make sure assets perform at or above underwriting expectations.
  • Hold functional leaders accountable for KPIs such as occupancy, NOI, expense management, and compliance.

EOS Leadership and Organizational Alignment

  • Lead the company’s EOS rollout and ongoing execution across the 6 Key Components.
  • Run Level 10 leadership meetings.
  • Build accountability through scorecards, Rocks, and measurable results.
  • Lead quarterly and annual planning cycles.

Cross-Functional Integration

  • Align acquisitions, development, operations, and construction around underwriting assumptions, scope, and execution plans.
  • Put structured handoff processes in place from construction completion through stabilization.
  • Break down silos and strengthen collaboration across departments.

Operational Excellence and Standardization

  • Ensure SOPs are created where needed and followed consistently.
  • Provide real-time visibility into budgets, timelines, and performance across the organization.
  • Continuously improve processes and operating discipline.

Leadership and Team Development

  • Define clear responsibilities, ownership, and performance standards.
  • Develop a culture centered on accountability, execution, and collaboration.
  • Resolve organizational issues quickly and decisively.

Performance Expectations

  • Deliver 15 to 20 projects annually with strong timing, budget control, and stabilization outcomes.
  • Improve lease-up speed and stabilization timelines.
  • Support occupancy and NOI performance across the portfolio.
  • Drive effective EOS execution.
  • Maintain strong team alignment and execution discipline.

Education and Experience

A bachelor’s degree in Real Estate, Business Administration, Construction Management, or a closely related field is required. A master’s degree, such as an MBA or equivalent, is preferred.

The role calls for 10 to 15+ years of experience in real estate operations, with substantial exposure to affordable housing, development and construction, and property and asset management. The ideal candidate will have a proven history of scaling operations, managing high project volume, implementing or leading EOS or similar operating systems, and building successful teams. Experience with EOS is considered an advantage.

Technical and Leadership Skills

  • Strong command of project management, financial analysis, and performance tracking tools.
  • Ability to read and interpret financial statements, budgets, and operational KPIs.
  • Excellent communication and cross-functional coordination abilities.
  • Comfort working in a fast-moving, high-growth environment.
