About ACE Money Transfer

ACE Money Transfer IE Ltd (AMTL) is a licensed payment institution regulated by the Central Bank of Ireland. As part of an international money transfer group, the company delivers secure and efficient cross-border remittance services across the EEA and other regions worldwide.

Role Overview

The Chief Information Officer (CIO), holding the PCF-49 designation under the Central Bank of Ireland's Fitness and Probity framework, is the senior leader responsible for all IT-related operations at AMTL. Reporting directly to the CEO, the CIO oversees IT strategy, cybersecurity, ICT risk management, operational resilience, and technology governance, ensuring alignment with business goals and regulatory standards.

Key Responsibilities

  • Formulate and execute AMTL's IT strategy, ensuring integration with business objectives and compliance with regulatory requirements.
  • Lead technological innovation, digital transformation, and ICT risk management efforts.
  • Advise senior leadership including the CEO, Executive Committee, and Board on technology trends and risks.
  • Assess and implement emerging technologies to improve efficiency, security, and customer satisfaction.
  • Develop strategic initiatives for AI and machine learning, targeting applications like fraud detection, transaction monitoring, and customer automation.
  • Manage ICT governance frameworks to maintain compliance with regulations such as DORA, GDPR, and EBA guidelines.
  • Oversee cybersecurity strategy, ensuring robust defenses through monitoring, threat detection, and incident response aligned with regulatory obligations.
  • Govern outsourced IT services through formal intra-group arrangements, maintaining regulatory compliance and high service standards.
  • Supervise technology project delivery ensuring security, timeliness, budget adherence, and alignment with governance policies.
  • Drive continuous improvement and cultivate a culture of operational excellence and innovation including adoption of AI solutions in IT operations.
  • Lead stakeholder engagement across Group IT, business units, regulators, vendors, and auditors.

Qualifications & Experience

  • Bachelor's or Master's degree in Computer Science, IT, Engineering or related field.
  • Postgraduate qualifications such as MBA and professional certifications (e.g., CISSP, CISM, CRISC, COBIT, ITIL) are desirable.
  • Extensive senior leadership experience within a regulated financial services or payment institution environment.
  • Proven expertise in developing enterprise IT strategies, overseeing ICT governance, cybersecurity, and operational technology risks.
  • Experience managing outsourced ICT models and third-party relationships with robust risk and compliance oversight.
  • Strong familiarity with regulatory frameworks including CBI Fitness & Probity, DORA, GDPR, EBA ICT guidelines and similar.
  • History of engagement with regulators, audits, and Boards on technology governance topics.
  • Prior senior IT roles with regulatory approval, ideally aligned with PCF or equivalent functions.
  • Hands-on leadership in AI strategy and technology adoption within financial services sectors.

  • Expertise in payment systems and regulated financial technology ecosystems.

  • Ability to simplify complex technical concepts for diverse business and regulatory audiences.
  • Strong analytical and problem-solving abilities with high professional integrity.
  • Capacity to work autonomously yet collaboratively across organizational and external boundaries.
  • Understanding of AI and machine learning technologies, data science fundamentals, and MLOps.
  • Awareness of legislation and ethical standards governing AI in financial services including the EU AI Act.

Additional Information

This role is a designated Pre-Approval Controlled Function (PCF-49) subject to approval by the Central Bank of Ireland. Candidates must meet fitness and probity standards, complete required documentation, and uphold compliance throughout their employment.

AMTL operates a hybrid work model based in Dublin, Ireland.
