Role summary
This position handles certification, review, approval, recording, and monitoring of procurement activity for the Division of Administrative Operations, the 24 Local Departments of Social Services, and real estate operations processed through Annapolis. The role also supports budget preparation for the division.
Key duties
- Monitor division expenditures and appropriations, and prepare spreadsheets that calculate purchase costs in line with funding rules. The DAO budget is about $29 million, excluding salaries.
- Help the supervisor with change orders and budget spending plan updates by confirming that funds are available for contracts, travel requests, project goods, commodities, and service requests.
- Enter and follow requisitions in the Financial Management Information System (FMIS), prepare approval documents for the Director or Deputy Director, and create access letters to move requisitions through the budget and procurement workflow.
- Assist with expenditure reporting and alert the supervisor to any variances for the Director of DAO.
- Support updates to fiscal policies and administrative procedures, and help maintain accurate budget processing and reporting so operations run smoothly.
- Enter and monitor invoices in the Invoice Submission Portal.
Minimum qualifications
Applicants must satisfy both the general and any selective requirements to be considered. A high school diploma or high school equivalency certificate is required, along with five years of administrative staff or professional experience.
Substitution options
- Up to four years of experience may be replaced by 30 college credits from an accredited institution for each year.
- A bachelor's degree plus one year of administrative staff or professional experience may replace the required experience.
- A master's degree from an accredited college or university may replace the experience requirement.
- Relevant U.S. Armed Forces commissioned officer experience involving rules, regulations, policy, procedures, processes, unit operations, or staff support may be counted year for year.
Preferred background
- At least one year using FMIS to enter, track, or monitor requisitions.
- At least one year helping prepare budgets, monitoring spending against appropriations, or building spreadsheets for multi-million-dollar budgets.
- At least one year working with Maryland State or public-sector procurement rules and procedures, including transactions for services, commodities, or renovation work.
Licensing and certifications
Some assignments may require driving, in which case a valid Maryland motor vehicle operator’s license is needed.
Selection and assessment
Applicants should provide complete information by the closing date because only submitted details will be considered. Qualified candidates are ranked and placed on the eligible list for at least one year. Current State employees seeking promotion will be paid according to Maryland guidelines. Selection is based on education, training, and experience, and may include a supplemental questionnaire. Foreign education must be supported by an equivalent U.S. credential evaluation before hire.
