Role Overview
This is a full-time, on-site opportunity in Lucknow for a Business Development Manager focused on government projects and contracts. The role centers on identifying, pursuing, and converting opportunities across Central and State Government bodies, PSUs, Smart City programs, and other public sector entities.
The selected professional will own the full business development cycle, from spotting tenders and drafting proposals to coordinating bids, closing contracts, and nurturing relationships with government stakeholders. Close coordination with internal teams will be essential to deliver projects successfully and meet revenue objectives.
Key Responsibilities
- Scan and assess relevant government tenders, RFPs, RFQs, EOIs, and other public procurement opportunities.
- Create and drive business development plans aimed at government departments, PSUs, civic bodies, and public sector assignments.
- Develop strong working relationships with government officers, decision-makers, consultants, and other industry contacts.
- Handle bid-related activities such as documentation, compliance review, proposal creation, and final submission.
- Track opportunities on GeM, eProcurement systems, the CPP Portal, and state tender platforms.
- Work with technical, legal, and finance stakeholders to build strong commercial and technical bids.
- Stay updated on policy changes, public spending, market movements, and upcoming government initiatives.
- Support contract discussions, partnership arrangements, and project-level commercial negotiations.
- Maintain accurate pipeline records, opportunity trackers, and business development reports.
- Represent the organization in meetings, conferences, networking forums, and government-facing events.
Qualifications
- Background in business development, government sales, tender handling, or public sector consulting.
- Solid understanding of public procurement rules, tendering workflows, and contract administration.
- Exposure to Central or State Government departments, PSUs, Smart City projects, or government-funded initiatives.
- Working knowledge of GeM, CPP Portal, e-tendering systems, and public procurement compliance.
- Strong ability in proposal writing, presentations, negotiation, and stakeholder management.
- Good analytical and strategic thinking skills with a target-driven mindset.
- Capability to manage multiple deadlines, opportunities, and cross-functional workstreams.
- Effective communication and interpersonal abilities.
- Bachelor’s degree in Business Administration, Marketing, Public Administration, Engineering, or a related discipline.
- Master’s degree or MBA is considered an added advantage.
Preferred Experience
- 3 to 8+ years of experience in government business development, tendering, or institutional sales.
- Well-developed network across government departments, PSUs, municipal corporations, or public sector bodies.
- History of winning government contracts and managing high-value projects.
- Experience with consulting firms, technology companies, infrastructure organizations, digital service providers, or agencies serving government clients.
- Familiarity with bid compliance, documentation, and contract execution processes.
