Business Analyst - Workforce Management Initiative

Role Overview

Our client in the state health sector is seeking a skilled Business Analyst to contribute to a significant workforce management project. The focus is on evaluating and documenting existing clinical rostering systems and their associated business workflows across several health services. The aim is to discover opportunities for integration with a corporate roster-to-pay solution.

Key Responsibilities

• Perform a thorough evaluation of current clinical rostering systems.
• Record existing business processes, workflows, system functions, integrations, data pathways, and reporting needs.
• Create detailed As-Is and To-Be process models along with supporting documentation.
• Examine governance frameworks, approval mechanisms, and operational procedures related to rostering activities.
• Lead workshops, interviews, and stakeholder consultations.
• Collaborate with business, technology, and vendor stakeholders to collect, confirm, and document requirements.
• Develop Business Requirements Specifications (BRS), Software Requirements Specifications (SRS), Use Cases, and other pertinent project materials.
• Assess integration options, risks, limitations, and dependencies regarding workforce management technologies.
• Prepare executive-level reports, recommendations, business cases, and guidance for implementation.
• Facilitate knowledge transfer and enhance organizational capability.
• Ensure adherence to organizational policies, information security protocols, and workplace health and safety standards.

Desired Qualifications and Experience

• Experience in healthcare or other large, intricate organizations.
• Familiarity with healthcare legislation, standards, and compliance requirements.
• Knowledge of workforce management, clinical rostering, payroll, HR, and finance systems.
• Experience with roster-to-pay process analysis.
• Understanding of enterprise system integration, APIs, middleware, data flows, and interoperability.
• Relevant Business Analysis certifications such as CBAP, CCBA, or IIBA qualifications.
• Proficient in business process modeling tools and methodologies.
• Tertiary qualifications in Business, IT, Health Informatics, Project Management, or related fields.

• Proven track record in conducting complex business analysis projects within large enterprises.
• Strong capability in gathering, analyzing, and documenting both business and functional requirements.
• Experience developing BRS, SRS, use cases, process models, and solution suggestions.
• Extensive knowledge performing analysis of current and future state processes.
• Advanced skills in business process mapping and documentation.
• Experience analyzing workforce management, rostering, HR, and payroll systems.
• Competence in evaluating systems integrations, interfaces, data flows, and interoperability requirements.
• Excellent stakeholder management, workshop facilitation, negotiation, and communication capabilities.
• Strong analytical thinking, problem-solving aptitude, and reporting skills.
• Ability to create documentation suitable for both technical teams and executive leadership.
• Proven ability to juggle competing priorities and deliver results within deadlines.
