About the Position
We are seeking a skilled Business Analyst / Technical Writer specializing in Medicaid and health claims to join our team in Columbia, SC. This is a 12-month W2 contract role focused on developing detailed Requests for Proposals (RFPs) and supporting documentation for complex technology and business initiatives primarily within public sector healthcare IT projects.
Key Responsibilities
- Compose comprehensive RFP documents covering project scope, technical specifications, staffing, deliverables, evaluation metrics, and compliance standards.
- Partner with project managers, stakeholders, and subject experts to elicit and clarify business and technical requirements.
- Lead and participate in meetings to gather complete information and ensure accuracy of RFP content.
- Define mandatory criteria, proposal formatting rules, page restrictions, and scoring guidelines.
- Align procurement documentation with organizational goals and compliance regulations by coordinating with leadership.
- Produce clear, concise technical documentation using standardized templates and style conventions.
- Maintain and update procurement documents throughout project phases in collaboration with cross-functional teams.
- Handle multiple high-profile procurement initiatives simultaneously while adhering to deadlines.
- Create and preserve comprehensive project and technical documents using Microsoft Office and project management software.
- Deliver technical writing support for complex IT and business projects related to Medicaid claim systems.
- Carry out additional business analysis and writing tasks as assigned.
Required Qualifications
- Bachelor’s degree in a relevant field.
- Minimum two years of technical writing experience producing structured business and technical documents.
- High proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio), including experience with templates and style guides.
- Demonstrated ability to gather, document, and organize business and technical requirements effectively.
- Proven track record writing RFPs, procurement, or formal technical documentation.
- Excellent written, verbal, and interpersonal communication skills.
- Keen attention to detail to detect incomplete or missing requirements.
- Strong organizational and analytical capabilities with ability to prioritize across multiple projects to meet deadlines.
- Experience collaborating with project teams, leadership, and business stakeholders.
- Background working with state government or public sector procurement processes.
- Familiarity using SharePoint, Microsoft Project, Visio, Access, and similar project management tools.
- Experience documenting project management requirements.
- Prior involvement supporting Medicaid or healthcare claims system information technology projects.
