Organisation and Workplace Location
The role is initially based in one of the following offices: Wilmslow, London, Edinburgh, Cardiff, or Belfast. From 28 September 2026, the office location will move to Circle Square, Manchester city centre. The job offers hybrid working arrangements, combining home and office presence with required office attendance for collaboration and occasional business travel.
About the Role and Employer
As a Business Analyst within the Transformation team, you will be pivotal in driving meaningful organisational change and continuous enhancement. Your work will span multiple transformation projects, helping to analyse existing processes, highlight improvement areas, and develop effective, value-driven solutions for both colleagues and customers.
The Information Commissioner’s Office (ICO) serves as the independent regulator of information rights, advising and supporting organisations to comply with data obligations while protecting personal data and individual rights. Key Responsibilities
- Use systems thinking to understand interactions among organisational processes, systems, and behaviours.
- Identify dependencies, risks, and the broader impact of transformation activities.
- Support shaping transformation initiatives by delivering insightful analysis.
- Lead current state analysis through process mapping, customer journey reviews, and ways of working assessments.
- Collect and record business, operational, technical, and user requirements.
- Perform root cause analysis to uncover fundamental issues beyond apparent symptoms.
- Analyze data to extract trends, risks, and opportunities for informed decision-making.
- Conduct impact assessments covering operational, technical, personnel, and regulatory factors.
- Assist with benefits modelling, baseline measurement, and setting key performance indicators.
- Pinpoint pain points, inefficiencies, and potential improvements.
- Contribute to designing future state processes, operating models, and solutions.
- Collaborate closely with Delivery and Change teams to ensure practical, adoptable, and business-aligned solutions.
- Ensure stakeholder requirements are accurately reflected in both current (“as is”) and future (“to be”) process designs.
- Support delivery by refining and clarifying requirements during business case and process development phases.
- Participate in prioritization decisions based on value, impact, and resource capacity.
- Track and assist in realizing benefits during delivery.
- Analyze lessons learned and identify opportunities for standardization.
- Monitor performance trends and perform root cause trend analyses to detect recurring issues.
- Support ongoing process optimization and continuous improvement efforts.
- Review and contribute to benefit realization and continuous enhancement activities.
- Identify opportunities to boost efficiency, consistency, and customer experience.
- Provide high-quality analysis to contribute to governance, reporting, and decision-making forums.
- Offer clear, evidence-driven insights that inform governance discussions.
- Assist in tracking risks, performance, and benefits for initiatives.
- Collaborate as part of an integrated Transformation & Delivery team, working alongside Transformation Leads, Change, Delivery, and PMO colleagues.
- Act as a liaison linking business needs to delivery teams to ensure shared understanding and alignment.
- Promote cross-functional collaboration, knowledge sharing, and consistency in approaches.
- Represent business areas or strategic domains within the transformation function as required, ensuring two-way flow of insights.
Person Specification and Qualifications
- Professional accreditation in business analysis or change management (e.g., BCS, IIBA, PMI-PBA), or Lean/Six Sigma certification, or equivalent practical experience.
- Extensive experience leading business analysis on complex, multi-team programmes, involving discovery, requirements gathering, process/service design, and benefits realization.
- Proven leadership in business analysis practices, including setting standards, quality assurance or peer reviews, mentoring, community building, or capability development.
- Strong stakeholder engagement and influencing capabilities at senior levels, with skill in shaping decisions, constructive challenge, and translating complexity into clear options and recommendations.
- Demonstrated track record of achieving measurable results such as efficiencies, risk reduction, service improvements, or enhanced customer experiences.
- Advanced analytical skills to identify root causes, detect gaps, duplications, control weaknesses, and collaborate with subject matter experts to develop and recommend implementable solutions.
- Experience supporting prioritization, planning, and dependency management processes, such as demand shaping, roadmap planning, and benefits tracking.
- High proficiency in Microsoft 365 applications and use of analysis tools.
Compensation and Benefits
The salary for this position is £44,297, with an additional employer contribution of £12,832 to the Civil Service Defined Benefit Pension scheme. Further details on salary and benefits are available through the employer.
