Job Overview
Seeking a seasoned Business Analyst to drive major enterprise projects within the Ontario Public Service. This role centers on comprehensive business analysis from problem identification to solution delivery, ensuring quality documentation to facilitate both business and IT objectives.
Primary Responsibilities
- Lead business analysis efforts to uncover challenges, opportunities, and practical solutions.
- Collect, analyze, and formally document business and functional requirements.
- Prepare detailed business cases, including cost-benefit evaluations and feasibility assessments.
- Execute business process, use case, and data modeling (conceptual and logical), alongside process and data flow analyses.
- Conduct gap analyses related to vendor software updates and system upgrades.
- Translate business needs into epics, user stories, and illustrative scenarios.
- Create mockups and work collaboratively with stakeholders for validation and refinement.
- Track project milestones and report progress consistently to senior leadership.
- Identify and manage risks, troubleshoot issues, and maintain requirement traceability throughout the project lifecycle.
- Serve as a key communication bridge between business stakeholders and technical teams.
- Develop and monitor performance metrics; conduct post-implementation follow-ups.
- Support knowledge sharing and maintain thorough documentation.
Must-Have Skills & Qualifications
- At least seven years of experience in business analysis.
- Demonstrated expertise in business case development, feasibility studies, gap analysis for system upgrades, and data/business modeling techniques.
- Strong ability to manage evolving requirements and ensure traceability across project phases.
- Excellent skills in stakeholder management, facilitation, and negotiation.
- Advanced analytical, problem-solving, and decision-making capabilities.
- Superior verbal, written, and presentation communication skills.
- Adept at engaging cross-functional teams and senior-level stakeholders.
- Highly organized with strong multitasking abilities.
- Customer-oriented mindset with a consulting approach.
Technical & Tool Proficiencies
- Proficient in Microsoft Office Suite.
- Experience applying Agile methodologies.
- Familiarity with requirements management tools.
- Skilled in creating epics, user stories, and mockup designs.
Preferred Qualifications
- Background working on public sector engagements.
- Experience with mainframe or legacy systems.
- Understanding of cloud technologies.
- Knowledge of Ontario Public Service policies and IT approval workflows.

- This position requires full-time onsite presence from Monday to Friday.
