Job description
Overview
The City of Salina’s Community & Development Services Department is hiring a Building Inspector at one of three levels: I, II, or III. The role is based in Salina, Kansas and will be selected on the basis of qualifications. This position is not fully applied for through a resume upload alone; candidates must complete the City’s own employment application to be considered.
Key Duties
- Examine plans and building permit applications for residential and commercial projects to confirm compliance with building and zoning regulations.
- Share guidance and information with contractors, architects, developers, and members of the public.
- Accept complaints about possible building-code or ordinance violations and carry out investigations.
- Visit construction sites to verify adherence to building, electrical, plumbing, mechanical, and related codes.
- Evaluate soil conditions.
- Coordinate with the fire department and take part in reviews involving fire damage, unsafe buildings and structures, and proposed building relocations.
- Complete final inspections and assist sanitarians with health-related construction features.
- Maintain inspection records, including filing reports and entering review comments into the City’s project tracking management system.
- Work with City staff and other departments to coordinate reviews.
- Process applications and other permit submissions in line with City and Department rules covering submittals, performance, project vesting, and permit vesting.
Qualification Levels
Building Inspector I: Candidates must have a valid Kansas driver’s license, a high school diploma or GED, and at least two years of building construction trade and/or inspection experience, which may include plan review and interpretation. A solid working knowledge of building and fire codes is required. ICC or a comparable certification is preferred.
Building Inspector II: Candidates must have a valid Kansas driver’s license and a high school diploma or GED. They must also have either a bachelor’s degree in Construction Science or at least three years of building construction trade and/or inspection experience, which may include plan review and interpretation. A general knowledge of building and fire codes is required. ICC or a similar certification is preferred, and journeyman or master-level trade certification is required.
Building Inspector III: Candidates must have a valid Kansas driver’s license and a high school diploma or GED. They must have either a bachelor’s degree in Construction Science plus at least three years of building construction trade or inspection experience, including possible plan review and interpretation, or at least five years of similar construction trade or inspection experience, including possible plan review and interpretation. A general knowledge of building and fire codes is required. At least one ICC or equivalent certification, such as building, plumbing, mechanical, or electrical inspector, is required. Combination commercial inspector certification through ICC is also required, though it may be obtained within the first six months of employment if approved by the Building Official. A master plumbing, mechanical, or electrical license based on ICC certification is also required and may likewise be obtained within the first six months if approved by the Building Official.
Residency Requirement
This role requires a 40-minute response time via the most direct route while observing posted speed limits, or residence within the city limits of Salina, Bennington, Minneapolis, McPherson, Solomon, Abilene, or Carneiro.
Work Conditions
- This is a medium-exertion position, involving up to 50 pounds occasionally, up to 20 pounds frequently, and up to 10 pounds constantly.
- There is a significant amount of walking involved.
- Work is performed both indoors and outdoors.
Schedule
- Monday through Friday.
- Regular hours are 8:00 a.m. to 5:00 p.m.
- An extra $1.50 per hour is paid for time worked after 6:00 p.m. and before 6:00 a.m.
Pay and Time Off
Pay is listed by level and is determined by qualifications (DOQ). The posted hourly ranges are: Building Inspector I, $22.20 to $23.31; Building Inspector II, $23.30 to $24.47; and Building Inspector III, $26.98 to $28.33. Paid time off includes 48 hours of vacation available immediately upon hire, plus another 48 hours earned during the first year, for a total of 96 hours in the first year. Sick leave accrues at 96 hours during the first year.
