Position Overview

We are looking for a seasoned Biosecurity Manager to spearhead strategies related to biosecurity, biological risk management, compliance standards, and operational resilience. The successful candidate will manage biosecurity protocols, infection control, surveillance, emergency preparedness, and interdepartmental cooperation to ensure strong protection against biological hazards according to both local and global standards.

Key Responsibilities

  • Create and enforce organizational biosecurity strategies, governance policies, and risk management initiatives that comply with regulations and align with company goals.
  • Oversee biosecurity protocols in laboratories, research centers, agricultural and livestock operations, food production, healthcare settings, and other biological activities as relevant.
  • Work closely with teams from Biosafety, Veterinary Services, R&D, Agriculture, Environmental Health, Quality Assurance, Operations, Regulatory Affairs, Security, Sustainability, and Executive Leadership to enhance biosecurity outcomes.
  • Develop and update comprehensive biosecurity plans, including risk assessments, containment measures, access control, sanitation, decontamination, and emergency response procedures.
  • Manage biological surveillance, pathogen monitoring, disease prevention, outbreak investigations, incident reporting, and corrective/preventive actions.
  • Conduct audits, inspections, compliance reviews, vulnerability checks, and operational risk assessments related to biosecurity.
  • Coordinate infection control, quarantine protocols, movement restrictions, waste handling, environmental surveillance, and disinfection measures.
  • Design and deliver biosecurity education programs, awareness initiatives, competency testing, and emergency drills for staff and stakeholders.
  • Support government inspections, certification procedures, external audits, and compliance reporting requirements.
  • Monitor performance indicators such as compliance levels, audit results, incident rates, response times, surveillance effectiveness, training completion, risk reduction, and operational resilience.
  • Carry out program evaluations, root cause analysis, trend monitoring, benchmarking, and ongoing improvement activities.
  • Ensure adherence to UAE biosecurity laws, WOAH, WHO guidelines, IPPC standards, ISO certifications, occupational health and safety regulations, and organizational governance policies.
  • Manage biosecurity-related budgets, equipment for labs and monitoring, personal protective equipment, environmental monitoring tools, external consultants, and strategic projects.
  • Lead digital initiatives including AI-driven biological surveillance, predictive outbreak analysis, IoT-based environmental monitoring, automated compliance, workflow automation, and business intelligence applications.
  • Leverage systems such as LIMS, EMS, GIS, Microsoft 365, Power BI, Tableau, SAP, ERP platforms, compliance management software, incident reporting, and risk management tools to optimize operations and generate insights.
  • Prepare reports, executive dashboards, risk assessments, surveillance summaries, compliance documentation, incident analyses, and strategic recommendations for senior management.
  • Lead, mentor, and develop biosecurity specialists, biosafety officers, laboratory and quality staff, operational teams, and cross-functional personnel while fostering a culture of safety, integrity, accountability, collaboration, and continuous improvement.

Qualifications and Experience

  • Bachelor’s degree in Microbiology, Biology, Veterinary Medicine, Animal Science, Public Health, Environmental Science, Biotechnology, Agriculture, Life Sciences, or related disciplines.
  • Master’s degree in Biosecurity, Biosafety, Public Health, Microbiology, Veterinary Public Health, Environmental Health, Business Administration, or related fields preferred.
  • Professional certifications such as Biosafety, Biosecurity, Infection Prevention, Risk Management, ISO Management Systems, or PMP are advantageous.
  • At least 5 years’ experience in biosecurity, biosafety, laboratory management, veterinary services, agriculture, environmental health, or public health roles.
  • Minimum 2 years managing biosecurity programs, biological risk initiatives, lab operations, compliance efforts, or leading multidisciplinary teams preferred.
  • Comprehensive knowledge of biological risk control, pathogen containment, infection prevention, disease monitoring, emergency readiness, laboratory practices, environmental surveillance, compliance, and quality management systems.
  • Familiarity with digital tools such as LIMS, environmental monitoring systems, GIS, Microsoft Office Suite, Power BI, Tableau, SAP, ERP, compliance platforms, and incident management software.
  • Experience or awareness of AI-powered disease surveillance, predictive analytics, digital lab tech, IoT monitoring, automated compliance tools, and advanced bioinformatics is a strong plus.
  • Demonstrated leadership, communication, stakeholder management, analytical reasoning, crisis handling, project oversight, budgeting, organizational proficiency, and problem-solving capabilities.
  • Capability to handle multiple biosecurity initiatives while balancing safety, compliance, continuity, budgets, timelines, and organizational priorities.
  • Effectiveness working remotely with distributed teams spanning labs, agriculture sites, research institutions, regulatory entities, technology vendors, executives, and global partners, with occasional travel for inspections, audits, emergency coordination, training, or strategic meetings.
