About the College
Hamad Bin Khalifa University (HBKU) launched its College of Public Policy in 2019. The College offers three master's degrees: Master of Public Policy, Master of Social Policy and Program Evaluation, and Master of Global Health Policy, along with a Graduate Certificate in Public Policy delivered in Arabic. It aims to cultivate ethically grounded public leaders in Qatar and internationally by fostering an inclusive, diverse environment anchored in excellence, integrity, respect, and fairness. Faculty members actively pursue research addressing national and global challenges and policy priorities.
The Master of Public Policy program has triple accreditation from NASPAA, EAPAA, and ICAPA, making it the first in the Gulf and second in the MENA region to receive such distinction. The College is exploring the development of a PhD program.
Role Responsibilities
- Exhibit expertise in Public Policy, specializing or demonstrating strong teaching and research interests in Public Administration, Governance, or related disciplines.
- Maintain a robust research agenda including conducting and publishing scholarly work, pursuing external grants, and supervising graduate theses and research projects.
- Deliver graduate courses and seminars and contribute to undergraduate or service teaching as needed, supporting students' academic growth.
- Supervise independent studies and serve as academic advisor to students.
- Engage in and potentially lead university and college committee activities.
- Participate in curriculum development, program enhancement, international accreditation efforts, and quality assurance initiatives.
- Provide service to the College, University, the professional field, and wider policy community related to academic expertise.
- Promote HBKU’s reputation by disseminating research through publications, conferences, policy dialogues, and scholarly presentations.
- Perform additional tasks as assigned by the Dean or University.
Required Qualifications and Experience
- Ph.D. or equivalent terminal degree in public policy, public administration, political science, governance, policy evaluation, or a closely related area from an accredited university.
- Two open-rank faculty positions at Assistant, Associate, or Professor level, with rank determined by qualifications, experience, and scholarly achievements.
- Relevant full-time university teaching and research experience appropriate for the desired rank, demonstrated scholarly productivity, teaching effectiveness, and professional growth.
- Proven excellence or potential in teaching, student mentoring, curriculum and program development.
- Research outputs and scholarly accomplishments aligned with expectations of a research-intensive university for the rank pursued.
- Evidence of active involvement in academic and scholarly activities at the university or within professional societies.
- Established or growing body of academic contributions including publications, funded research, and policy-relevant products comparable with peers at top research institutions.
- Demonstratable emerging or established regional and international reputation relevant to the discipline and rank.
- Ability to collaborate effectively across diverse cultural and community groups.
- Demonstrated skill in fostering networks and collaborative partnerships within HBKU and with external educational and policy institutions.
- Proven engagement and collaboration with policy actors at national, regional, or international levels.
- Arabic language proficiency is advantageous.
