Role Summary

The Senior Officer for People and Culture will oversee the full employee lifecycle processes—from attraction, recruitment, selection through hiring, onboarding, development, retention, and separation—adhering strictly to IRC policies and Venezuelan labor laws. This role also extends technical support, advice, and ongoing assistance to partner organizations to ensure their human resources processes align with organizational standards, donor requirements, and local legislation.

Key Responsibilities

  • Plan, coordinate, and supervise work plans and training activities for assigned People and Culture personnel.
  • Define clear goals and expectations for team members and offer regular constructive feedback.
  • Maintain professional and open communication channels within the team.
  • Exercise leadership and team development, ensuring members understand their roles and responsibilities effectively.
  • Participate in staff meetings to provide up-to-date information on People and Culture matters.
  • Support design and implementation of human resources and labor relations policies, programs, and procedures.
  • Coordinate staff wellbeing initiatives in compliance with prevailing regulations.
  • Lead recruitment and selection process in Venezuela with full responsibility for its planning, execution, and continuous improvement, assuring data integrity and alignment with institutional directives.
  • Manage interview scheduling, testing, and communication with candidates and hiring teams.
  • Notify selected candidates and request necessary documentation for contractual processing.
  • Conduct periodic quality control checks to keep personnel files complete, current, and audit-ready.
  • Maintain employee profiles on organizational platforms like WorkDay.
  • Inform payroll outsourcing about new hires and track social security registrations.
  • Ensure adherence to annual payroll schedules in collaboration with finance and payroll partners.
  • Manage monthly payroll data submissions and maintain thorough documentation.
  • Administer benefits such as meal vouchers and track beneficiary lists.
  • Assist staff in vacation planning, maintain updated vacation logs, and ensure compliance with organizational vacation policies and Colombian labor law.
  • Prepare payment forms related to payroll, social security, fees, and final settlements, coordinating with Finance.
  • Monitor contract expiration dates and send appropriate notifications as directed by People and Culture management.
  • Maintain legally compliant recordkeeping to facilitate audits.
  • Oversee employee separation processes including exit interviews, settlements, and final payments.
  • Alert management regarding contractual issues requiring special attention.
  • Ensure timely posting of required fiscal documentation in all offices.
  • Supervise the collection and tracking of timesheets and weekly work reports.
  • Conduct new employee induction and orientation, including organizational culture, IRC values, and safeguarding policies.
  • Develop training and staff development plans, and support performance evaluations and wellbeing programs.
  • Keep job descriptions updated in coordination with department managers and People and Culture leadership.
  • Provide technical advisory to partner organizations on policies, procedures, and tools related to People and Culture, helping to build their human resource management capacity and ensure compliance with donor standards and Venezuelan law.
  • Design, implement, and monitor capacity-building plans for partners, identifying gaps and recommending improvements.
  • Review and ensure compliance of partners' human resource management documentation and processes with organizational and legal standards.
  • Lead and facilitate training workshops for partners on talent management, labor relations, safeguarding, humanitarian principles, diversity and inclusion, wellbeing, and organizational development.
  • Provide safeguarding and anti-fraud training to vendors.
  • Support partners in implementing corrective actions from audits and compliance reviews to mitigate risks.
  • Advise on Venezuelan labor law compliance and promote ethical, transparent human resources practices.
  • Monitor people management indicators and risks among partners and produce reports with recommendations to aid decision-making and institutional strengthening.
  • Promote safeguarding, diversity, equity, inclusion, and protection principles within partner organizations' personnel management.
  • Coordinate with program, compliance, and grants teams to ensure partner personnel management requirements are integrated, monitored, and documented throughout partnership lifecycles.
  • Maintain constant communication with HR focal points in partner organizations to identify improvements and share best practices for sustainable talent management.
  • Support partners to achieve minimum safeguarding standards in People and Culture processes via policy review, gap analysis, action planning, and follow-up in coordination with the Safeguarding team.

Education and Experience Requirements

  • Professional degree in Psychology, Industrial Relations, Human Resources, Administration, or related social sciences fields.
  • Specialization in Business Administration or Human Resource Management is preferred.
  • A minimum of 3 to 5 years' experience in human resources subsystems, preferably within international nonprofit organizations.
  • Strong oral and written communication skills for both internal and external engagement.
  • Ability to multitask with a results-oriented approach.
  • Proficiency in Microsoft Office applications.
  • Intermediate English language skills are desirable.

Work Environment and Other Conditions

  • The role requires adaptability to a changing work environment.
  • Work locations and travel scope may evolve as the program grows.
  • The position requires up to 80% travel availability to support field operations.
