Job description
Overview
The Broward County Board of County Commissioners is recruiting for an Airport Manager focused on the Airline section within the Aviation Department. This role supports Fort Lauderdale-Hollywood International Airport and North Perry Airport, with a strong emphasis on airline and tenant relations, agreement management, compliance, and terminal-related development.

What the role covers
The position serves as the main contact for airline and terminal tenant matters, including policy questions, service-provider issues, and coordination with airport stakeholders. It also works closely with air service development teams to support new services and overall airport growth.
Key duties
- Lead the Airline Management Section within the FLL Administration Division and help set priorities, procedures, and policies.
- Coordinate kickoff meetings with new business partners and work with internal BCAD teams to make sure readiness items are completed on time.
- Develop and update the airport’s Competition Plan in line with FAA requirements.
- Draft, negotiate, and manage leases, agreements, permits, amendments, and other property-related documents for terminal, field, and facility use.
- Build and maintain productive relationships with tenants and airport community partners.
- Meet regularly with property, airport affairs, and airline management representatives to handle lease matters and verify compliance with agreements and department standards.
- Complete annual space audits so leased space is accurately reflected in terminal lease exhibits.
- Set and distribute tenant rates and charges, review agreements twice a year, and monitor wage, insurance, and retention requirements for airline business tenants under county ordinances.
- Review lease and permit applications and recommend actions that support revenue and efficient use of airport assets.
- Maintain accurate lease records and verify billing details such as effective dates, end dates, property descriptions, rental obligations, company names, and special terms.
- Assist with budget preparation and budget tracking.
- Work with division leadership and staff to identify tenant needs and align them with airport objectives.
- Improve processes, efficiency, and cost control through practical solutions.
- Guide staff development through assignments, coaching, mentoring, performance feedback, and team meetings.
- Prepare reports and analyses, including an annual airline section review covering occupancy, revenue, facility use, and opportunities to improve returns.
- Attend conferences and public/professional meetings as needed.
Minimum qualifications
A bachelor's degree from an accredited college or university is required, with coursework in aviation management, business administration, or a closely related field.
Candidates must have at least four years of airport management experience related to airline management, including one year in a supervisory capacity.
Licenses, certifications, and compliance
- A valid Florida Driver's License is required, with authority to operate a county vehicle throughout employment.
- The selected candidate must obtain and keep a Security Identification Display Area (SIDA) badge and maintain a Customs and Border Protection seal.
- All airport employees must pass a Criminal History Records Check (CHRC) and Security Threat Assessment (STA) under TSA requirements in 49 CFR Part 1542 to receive a SIDA badge.
Preferred qualifications
- Master's degree in aviation management, business administration, or a closely related discipline.
- AAAE Airport Certification such as ACE, CM, or AAE.
- Airports Council International certification (IAP).
- Two years of aviation experience.
- Two years of contracts and lease experience.

Strong decision-making, stakeholder management, strategic thinking, resourcefulness, planning, process improvement, team leadership, communication, adaptability, and results orientation are all important to success in this role.
Physical and work environment
This is a sedentary role that may involve some walking or standing and occasional exertion of up to 10 pounds, along with sustained keyboard use. No unavoidable hazards are noted for the position.
