Job description

About the organisation

Oranga Tamariki—Ministry for Children is focused on keeping tamariki and rangatahi at the centre of its work. The organisation’s approach is guided by values that emphasise putting children first, showing aroha, respecting people’s mana, acting with integrity, valuing whakapapa, and recognising that oranga is an ongoing journey. It is committed to making New Zealand the best place in the world for children and to working alongside hapū, iwi, and Māori organisations to identify solutions for tamariki who need support.

About the role

The Advisor Enabling Communities role works across regional and local settings to engage with and support Iwi/Māori, community partners, and other stakeholders in order to improve outcomes for children, families, and communities. The position follows a relational commissioning approach focused on wellbeing, shared goals, and collective responsibility.

This role is based in either the Masterton or Dannevirke office and supports stakeholders across the wider region, including Wairarapa, Tararua, Dannevirke, and Central Hawke’s Bay.

Much of the work involves building trust-based relationships with whānau/families, iwi, Māori organisations, community providers, and cross-agency partners. You will help strengthen community and provider capability, support new initiatives, contribute to practice improvement, and work collaboratively to identify needs, gaps, and practical solutions. The role also includes negotiating, managing, and monitoring provider contracts against agreed funding plans.

Key responsibilities

  • Support internal teams and external partners in developing community funding plans and contributing to wider planning processes.
  • Help drive the rollout of new initiatives, improvements to practice, and system changes, while working with communities to identify service gaps and opportunities for development.
  • Negotiate contracts with providers and manage funding and contracting work so that delivery stays on schedule and within budget.
  • Identify, reduce, monitor, and report on risks, while advising on emerging issues and collating relevant information.
  • Build and maintain strong relationships with iwi, community groups, local government, and other external partners.
  • Share information clearly across initiatives and interagency projects, while maintaining a high level of engagement with community stakeholders.
  • Work in collaborative, innovative ways across agencies to align priorities, share resources, and progress agreed outcomes.

Requirements

  • Proven experience working with and managing relationships with external stakeholders, including iwi, community groups, and local government.
  • Strong communication skills and the ability to engage effectively with a wide range of partners.
  • Capability to support funding-plan development and contribute to team planning.
  • Experience in negotiating and managing contracts, funding activity, and related delivery processes.
  • Ability to spot potential risks, assess emerging issues, and prepare clear reporting.
  • Knowledge of tikanga Māori and an appreciation of Pacific peoples’ culture.
  • Comfort working collaboratively across agencies in a strategic, relationship-led environment.
