Administrator I, Crime Gun Investigator

Overview

This role is focused on reviewing firearm-related matters for federal, state, county, and local law enforcement partners so that investigations are thorough, charges are accurate, and prosecutors have what they need to move cases forward. The position is based with the Maryland State Police, Criminal Intelligence Division, Maryland Gun Center in Millford Mill, Maryland.

Key duties

• Respond to phone, email, and written inquiries involving gun offenders and firearm-related crimes.
• Search, interpret, and apply information from multiple criminal justice, licensing, court, and law enforcement databases.
• Maintain unit databases, records, ledgers, files, and tracking systems with accuracy.
• Classify firearms and related weapons under applicable state and federal definitions.
• Spot possible violations of firearms laws and recommend suitable criminal firearm charges.
• Coordinate follow-up actions and notify relevant local, state, federal, and prosecutorial stakeholders as needed.
• Perform quality control on approximately 10% of Maryland Gun Center cases.
• Trace firearms through state and federal tracing systems and help track crime guns to proper disposition.
• Provide prompt guidance on unlawful possession, unlawful transfer, straw purchases, firearm use in violent or felony crimes, unlawful carry/transport, firearm-related drug offenses, domestic violence matters, Extreme Risk Protective Orders, and child access cases.
• Handle additional assignments as required.

Required background

Applicants should have a strong administrative or professional background, plus the ability to work with sensitive information and complex law-enforcement data sources. Knowledge of Maryland and federal firearms laws is especially valuable, along with experience using criminal history databases and law-enforcement information systems.

Schedule and work conditions

This position requires shift work, including weekend and holiday coverage.

Location and grade

Grade: STD 0016. Work location: Maryland State Police, Criminal Intelligence Division, Maryland Gun Center, 7125 Ambassador Road, Millford Mill, MD 21244.

Minimum qualifications

Education: High school diploma or high school equivalency certificate from an accredited institution.

Experience: Four years of administrative staff or professional experience.

Equivalent substitutions

• Thirty college credits from an accredited college or university may be used in place of one year of the required experience, up to a maximum of four years.
• A bachelor’s degree from an accredited college or university may replace the required experience.
• A master’s degree from an accredited college or university may replace the required experience.
• Military service experience as a commissioned officer, if it involves staff work related to rules, regulations, policy, procedures, processes, or coordinating unit operations, may be credited year for year in place of the required experience.

Preferred experience

• Working knowledge of Maryland and federal firearms regulations and laws.
• Experience using criminal history databases and sensitive law-enforcement resources across the country.
• Prior law-enforcement experience at the federal, state, county, or local level.

Licensing and special requirements

If assigned duties that involve driving, the employee must hold a valid Maryland motor vehicle operator’s license.

Before permanent appointment, candidates must complete an initial drug screening, a full criminal background investigation, and a polygraph examination. A criminal conviction may be grounds for rejection.

Selection and examination process

Selection is based on a review and rating of the training and experience listed in the application. Qualified applicants may be placed in best qualified, better qualified, or qualified categories, and the eligible list will remain active for one year. The examination may include evaluation of education, training, and experience, and candidates may also be asked to complete a qualifications supplement. Additional steps may include a physical examination, interview, background investigation, polygraph examination, and substance abuse testing.
