Job description

Overview

This role involves various administrative and management responsibilities across NASA's organizations and locations, potentially filled at the GS-09 through GS-15 federal grades. The selected duties correspond to the grade level assigned, with higher grades entailing broader and more complex tasks performed with greater independence.

Key Responsibilities

  • Conducting comprehensive organizational studies and program evaluations to evaluate effectiveness, recognize improvement opportunities, and recommend strategic solutions.
  • Managing enterprise-level programs and operations with extensive scope, setting objectives, assessing results, and ensuring alignment with organizational and leadership priorities.
  • Facilitating coordination among organizational units, offices, and external collaborators to integrate requirements for seamless program delivery.
  • Formulating, coordinating, and disseminating policies and procedural guidance across the enterprise, while assessing impacts of policy changes and advising leadership on implementation.
  • Representing NASA in high-level internal, interagency, and executive forums, cultivating relationships with senior stakeholders to advance institutional goals.
  • Providing principal advisory support to executive leadership on complex programmatic, administrative, and organizational challenges, offering authoritative recommendations influencing strategic decisions.
  • For supervisory roles, overseeing staff with responsibilities including task assignment, performance evaluation, personnel actions, disciplinary measures, and employee development.

Qualifications and Requirements

  • Applicants must be U.S. citizens, nationals, or owe allegiance to the U.S.
  • Compliance with a possible one-year probationary period as defined by federal regulations; supervisory probationary periods may also apply.
  • Meeting qualification standards by the announcement closing date.
  • Subject to pre-employment background checks or security clearances, potentially including financial disclosure, drug testing, and travel obligations depending on duty location.

Specialized Experience Grade-Level Criteria

  • GS-09: One year experience equivalent to GS-07 level applying regulations and coordinating with stakeholders, or relevant graduate degree qualifications.
  • GS-11: One year experience equivalent to GS-09 level involving analytical or program work and multi-stakeholder coordination, or doctoral degree equivalent.
  • GS-12: One year experience equivalent to GS-11 level supporting analytical, program, or administrative tasks with organizational coordination.
  • GS-13: One year experience equivalent to GS-12 level managing complex functions, advising senior officials, and supporting mission objectives organization-wide.
  • GS-14: One year experience equivalent to GS-13 managing enterprise programs, developing policy, and overseeing program outcomes.
  • GS-15: One year experience equivalent to GS-14 providing enterprise oversight, agency policy development, and advising senior leadership on critical issues.

Education

Graduate degrees must be from accredited U.S. institutions or recognized foreign equivalents, with degrees awarded subsequent to accreditation. Specific educational requirements apply chiefly to GS-9 and GS-11 levels.
