Senior Project Officer - Program Evaluation

Role Summary

We are recruiting a Senior Project Officer to spearhead the comprehensive evaluation of a major government-funded initiative. The successful candidate will oversee the entire evaluation process, culminating in a detailed final report that will guide future policy decisions, investments, and program development. This position is a VPS 5 contract role running through to the end of September 2026.

Key Responsibilities

• Lead and manage the full evaluation lifecycle of a significant government program.
• Examine program documentation, reporting data, and project outputs thoroughly.
• Utilize program logic models, evaluation frameworks, and predefined evaluation questions effectively.
• Evaluate the program's effectiveness, efficiency, governance, and achieved outcomes.
• Conduct analysis and integration of complex qualitative and quantitative datasets from diverse sources.
• Produce high-standard evaluation reports, executive summaries, and strategic recommendations.

Experience and Skills Required

• Proven senior-level project experience in program evaluation and monitoring and evaluation (M&E).
• Familiarity with Program Logic, Theory of Change, or similar evaluation methodologies.
• Strong capability in synthesizing both qualitative and quantitative evidence.
• Experience drafting comprehensive evaluation reports and preparing documentation tailored for executive audiences.
• Competence in managing multifaceted projects involving various stakeholders.
• Background in government, public sectors, or consultancy environments is advantageous.
