Resident Engineer - Site

Overview

This role requires an experienced Resident Engineer proficient in overseeing construction sites and ensuring adherence to project standards. Candidates must hold a Bachelor’s degree in Civil Engineering or related fields, with a strong background of 15-20 years in construction management and site supervision. Chartered Engineering certification is desirable but not mandatory. The position demands expert knowledge of engineering practices, local regulations, FIDIC contracts, and quality and safety standards applicable to construction projects in Dubai.

Key Responsibilities

• Enforce and implement QA/QC procedures at the project site in line with consultancy standards.
• Review and approve shop drawings, method statements, and material submittals to ensure compliance with project requirements.
• Conduct routine inspections of the site alongside clients and contractors to monitor progress and address quality concerns.
• Issue site instructions, non-conformance reports, and validate progress certifications.
• Lead weekly progress meetings and scrutinize contractor’s progress reports, fostering multidisciplinary coordination.
• Provide mentorship and performance appraisal for project staff while delegating responsibilities efficiently.
• Maintain thorough documentation including project correspondence and status updates through internal meetings.
• Manage contractors’ quality plans, resource allocation, and methodologies to optimize project outcomes.
• Support the project controls team by assessing construction changes, mitigating possible scheduling impacts.
• Oversee permit acquisition processes and ensure compliance with all regulatory mandates.
• Supervise site safety measures collaboratively with safety officials and enforce adherence to QHSE policies.
• Validate contract claims and respond appropriately within stipulated timelines.

Company and Business Development Role

• Build a network of professional contacts across each contract to unify commitment towards excellence among site and design teams.
• Contribute to the refinement of company procedures and participate actively in task groups and team meetings.
• Comply with company policies related to health, safety, quality, and continuous training.
• Understand company objectives and challenges aligning individual contributions to broader business plans.

Engineering Expertise

• Establish design philosophies and review deliverables at each critical stage of the project.
• Demonstrate comprehensive technical competence spanning concept design through construction execution.
• Possess knowledge of construction techniques, procurement routes, risk and claim assessments.
• Responsible for quality assurance within own team and familiar with CAD standards and 3D project coordination.

QHSE Responsibilities

• Adhere to and promote implementation of 9E company QHSE policies within the work environment.
• Ensure compliance with local laws and client/contractor QHSE standards, including mandatory site inductions before mobilization.
• Promptly report QHSE incidents to internal departments and legal authorities when necessary.

Qualifications and Experience

• Bachelor's degree in Civil Engineering or related engineering discipline.
• Chartered Engineer status is an advantage.
• Extensive experience of 15 to 20 years in construction and site supervision roles.
• Proficient with Dubai local authority regulations and ISO 9001 Quality Management Systems.
• Valid Dubai Municipality Unlimited License considered beneficial.
• Strong understanding of FIDIC contracts and project delivery procedures.
