About the Company
A leading company in Exploration & Production (E&P) within the oil and gas sector, seeking an experienced professional to join their team in Port Harcourt, Rivers State, Nigeria.
Job Responsibilities
- Develop and maintain a comprehensive Project Management System.
- Provide support to the Capital Management System (CMS) by identifying all related capital expenditures, budgeting, estimating, cost control, invoice and payment status, and cash call status, adhering to standardized documents, templates, and forms for enhanced quality and efficiency, in accordance with headquarters' guidelines.
- Assist in updating the annual budget, monitor project CAPEX, and streamline processes between projects and related entities by clarifying roles and responsibilities.
- Recommend appropriate cost reporting cut-off points, standardize and consolidate reporting, and improve reporting processes.
- Oversee the project portfolio management.
- Lead cost reporting teams to compile various project reports into key budgeting and scheduling activities enabling timely payments.
- Supervise implementation of the Cost Control framework, procedures, and SAP tools including UNISUP and U-Cost.
- Ensure all invoice checks and approvals conform to contract, project, company procedures, Sarbanes-Oxley (SOX) regulations, and Delegation of Authority (DoA) workflows.
- Identify high-level risks such as cost overruns, contingency funds (CPN), and opportunities at the portfolio level and recommend mitigation plans.
- Provide support for the UNISUP system concerning payment schedules, invoicing, and cost control matters.
- Coordinate actively with Project Controllers, Package Managers, and primarily TEPNG Finance Department on payment and accounting issues to gain insights for improved execution and forecasting.
- Lead the cost control aspect in preparing, consolidating, and reviewing various project budgets and updates, including internal, external, annual, and multiyear budgets, with contributions from the project team and offer economic support as needed.
- Assist in assessing contract variations for cost impact and monitor project cost trends, variances, and update the Project Final Cost Estimate; prepare monthly cost reports with commentary.
- Prepare and issue necessary project cost data and information to subsidiaries, partners, shareholders, concessionaires, and the company.
- Provide project support and resources; manage and allocate shared services such as cost control, estimating, and payment status roles.
- Facilitate continuous improvement by gathering and sharing lessons learned from local Nigerian projects related to performance and cost control.
- Maintain regular communication with local contractors to foster improved collaboration across projects.
Qualifications and Experience
- Minimum of a bachelor's degree or equivalent in Accounting or a closely related field.
- At least 15 years of professional experience in the oil and gas industry.
- A minimum of 5 years in a comparable role as a Cost and Budget Lead.
