About the Role
This position is within the District of Columbia Health Benefit Exchange Authority (DCHBX) tasked with executing the health care exchange program in compliance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011. The Authority's mission is to guarantee access to affordable, quality health care for all District of Columbia residents. The Program Analysis Officer leads the oversight of account managers assisting small businesses and their employees with exploring marketplace coverage options and resolving related technical enrollment issues.
Key Responsibilities
- Formulate and manage the execution of policies and procedures for individual eligibility and enrollment processes within DC Health Link.
- Develop and oversee policies for the DC Health Link Contact Center aimed at enhancing efficiency and effectiveness.
- Conduct in-depth research, provide thorough oral and written counsel to the Program Manager on policy recommendations, potential initiatives, alternative approaches, and hypothetical scenarios.
- Evaluate and present findings and suggestions regarding government policy changes, operations, and legislative proposals.
- Manage, monitor, and administer project activities including the formulation or revision of plans to meet deadlines and objectives.
- Assess project progress and implement significant adjustments as necessary.
- Identify issues, analyze relevant information critically, weigh alternatives prudently, and recommend effective solutions.
- Supervise and manage staff liaising with the Contact Center to address urgent issues impacting DC Health Link consumers.
- Collaborate across divisions, particularly with the DC Health Link Contact Center, to achieve organizational goals.
- Continuously monitor and evaluate assignment and project progress and effectiveness.
Requirements and Qualifications
- At least one year of specialized experience that provides the specific knowledge, skills, and abilities to perform the position's duties successfully, similar to the next lower grade level within the organization's career progression.
- No specific licenses or certifications required.
Work Environment and Additional Information
- Work is predominantly based in an office environment.
- Work hours are Monday through Friday, from 8:15 a.m. to 4:45 p.m.
- This is an at-will Manager Supervisory Service (MSS) role with no promotion potential indicated.
- The position is security sensitive; incumbent must pass enhanced suitability screening including criminal background and credit checks, with ongoing periodic screenings during employment.
- The role is not part of any collective bargaining unit.
