Role Summary
The company is looking for an experienced Permitting Manager to shape permitting plans, secure regulatory approvals, and manage compliance across a varied project portfolio. This position is responsible for guiding permit acquisition, coordinating with authorities, maintaining approval timelines, and ensuring that all development and operational work follows applicable laws, codes, and industry standards.
Core Responsibilities
- Create and roll out permitting strategies, procedures, policies, and compliance frameworks that support business goals and project needs.
- Own the full permitting cycle, from planning and application drafting through submission, tracking, approvals, renewals, changes, and closure.
- Partner with teams across engineering, construction, architecture, environmental, legal, project management, operations, government relations, and leadership to support delivery and compliance.
- Act as the main contact for government bodies, municipalities, regulators, utility providers, and external consultants during the entire permitting process.
- Track performance measures such as approval turnaround time, application success rate, compliance status, milestone progress, renewal completion, and stakeholder satisfaction.
- Examine drawings, engineering files, environmental studies, site layouts, construction documents, and permit applications for accuracy and regulatory fit.
- Spot risks, rule changes, approval barriers, and project dependencies, then build mitigation plans to reduce delays and business disruption.
- Manage environmental, zoning, land use, utility, occupancy, fire safety, transportation, and infrastructure approvals as needed.
- Ensure adherence to local, regional, and national regulations, building codes, environmental laws, health and safety rules, and internal governance standards.
- Use ERP tools, permit tracking systems, GIS, project management software, Microsoft Office, Power BI, and analytics platforms to monitor and report on permitting activity.
- Prepare status reports, compliance dashboards, approval updates, executive presentations, and strategic recommendations for senior leaders.
- Lead, coach, and develop permitting staff, regulatory coordinators, project support employees, and cross-functional teams while promoting accountability, collaboration, compliance, and improvement.
Requirements
- Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, Environmental Science, Architecture, Public Administration, Real Estate Development, or a similar discipline is preferred.
- Postgraduate study or certifications such as PMP, CCM, LEED Accreditation, or an equivalent credential are beneficial.
- At least 5 years of experience in permitting, regulatory affairs, construction, engineering, infrastructure development, environmental compliance, or a related area.
- Minimum 2 years of experience leading permitting programs, approval workflows, or multidisciplinary project teams is preferred.
- Strong knowledge of permitting workflows, zoning, land use planning, environmental compliance, building codes, infrastructure approvals, and government requirements.
- Hands-on experience with permit management software, GIS tools, ERP systems, project management platforms, Microsoft Office, Power BI, document management systems, and regulatory tracking systems.
- Exposure to digital permitting, smart city projects, BIM, sustainability regulations, environmental impact assessments, and infrastructure planning is an advantage.
- Strong leadership, analytical thinking, organization, negotiation, project management, and problem-solving abilities.
- Excellent communication, stakeholder coordination, regulatory liaison, presentation, and cross-functional collaboration skills.
- Ability to juggle several permitting workstreams while balancing compliance, timelines, operational efficiency, and business priorities.
- Capability to work independently in onsite and hybrid settings, with travel to project sites and regulatory offices when required.
