Overview

The Payroll Administrator oversees the punctual, precise, and confidential management of payroll activities for the agency. This incorporates handling payroll processing, keeping accurate payroll and HRIS records, managing payroll-related benefits and deductions, generating payroll reports, ensuring compliance with federal, state, and agency policies, and offering payroll assistance to employees and departments. Tasks are performed following established guidelines, deadlines, and require independent judgment and confidentiality.

Reporting Structure

This role reports directly to the Director of Human Resources and is classified as non-exempt under the Fair Labor Standards Act regarding overtime.

Primary Duties

  • Execute payroll processing by reviewing and validating employee time records within deadlines, maintaining precise payroll records.
  • Administer payroll and HRIS systems as the main contact with the payroll service provider; process vendor invoices and remit payroll deductions timely.
  • Handle employee terminations and related payroll transactions while ensuring records accuracy and policy compliance.
  • Prepare Group Term Life (GTL) reports and manage associated payroll processing, ensuring correct application of taxable GTL benefits based on eligibility and status changes.
  • Perform payroll allocations and accrual calculations for monthly, quarterly, and annual accounting reports.
  • Generate required payroll-related documentation including employment verifications, new hire reports, compensation surveys, audit documents, EEO reports, and Board submissions.
  • Maintain records for the Employee Recognition Program and distribute relevant reports on schedule.
  • Provide payroll and salary data to support budgeting, audits, and organizational reporting.
  • Assist with additional Human Resources tasks and special projects as assigned by the HR Director.

Required Knowledge and Abilities

  • Proficient in English language usage and business communication, including grammar, spelling, punctuation, report preparation, and basic math functions.
  • Skilled in recordkeeping, computerized databases, and payroll/HRIS software systems.
  • Understanding of departmental policies, human resources principles, and payroll law compliance.
  • Capability to complete assignments independently with discretion and maintain confidentiality.
  • Effective verbal and written communicator with the ability to present in group settings and maintain professional relationships internally and externally.
  • Competent in using office equipment and software including spreadsheets, word processing, and intranet platforms.
  • Strong organizational skills to maintain accurate, complex records and meet deadlines with minimal supervision.
  • Customer service-oriented with excellent interpersonal skills for responding tactfully to internal and external inquiries.
  • Meets analytical, mathematical, and grammar proficiency standards as defined by agency testing.
  • Holds a valid Florida Driver's License with an acceptable driving record per agency standards.

Educational and Experience Requirements

Applicants must have at least a high school diploma or equivalent, with a minimum of four years payroll processing experience plus four years in related office or human resources roles. Familiarity with Windows-based computing and payroll software, particularly ADP, alongside a working knowledge of payroll legislation, is essential.
