Position overview
The Partnership Analyst will support country-level partnership building, analysis, and operational coordination for UNV field activities in Dar es-Salaam. The role is focused on strengthening volunteer mobilization, improving collaboration with partners, and helping ensure that UNV solutions are well integrated into national and local priorities.
Tiered application process
This vacancy follows a tiered selection approach used for many UNDP/UNCDF/UNV posts. Please review the tier stated in the title, if any, and make sure you fall within the eligible group before applying.

Office and unit context
The UNV Field Units are responsible for attracting and placing UN Volunteers across UN agencies, funds, and programmes working on peace, development, and humanitarian needs. These units represent UNV in-country and help bring its services closer to governments, UN entities, civil society, and private-sector partners.
Key responsibilities
The role combines partnership development, analytical planning, volunteer mobilization support, duty-of-care coordination, and field unit management.
- Build and maintain country-level partnerships with UN bodies, government institutions, civil society, and other stakeholders to advance UNV’s mission and uncover collaboration opportunities.
- Participate in collective UN planning processes such as the CCA, UNSDCF, humanitarian response plans, and thematic task forces to help embed volunteerism in implementation.
- Review the UN Sustainable Development Cooperation Framework, country programme documents, and sector strategies to find entry points for UNV support.
- Assess partner demand and help design and implement national volunteer mobilization strategies aligned with UNV’s strategic framework.
- Identify opportunities for deploying onsite and online volunteers across development, humanitarian, and peace-related portfolios.
- Support outreach, awareness activities, and field-level promotion of volunteerism with partners and communities.
- Prepare clear, data-backed presentations, briefing notes, and other materials that explain UNV’s value proposition and volunteer options.
- Assist with national talent attraction and pipeline management in coordination with the Regional Talent Acquisition Analyst.
- Develop country-level business intelligence on partner mandates, programme pipelines, and emerging priorities linked to volunteer mobilization.
- Track mobilization patterns, monitor KPIs, and use CRM, BI reports, and UVP tools for planning and forecasting.
- Translate regional mobilization priorities into country-specific recommendations based on local context and partner demand.
- Support the design of thematic volunteer solutions, pilot initiatives, and joint approaches aligned with national and UN priorities.
- Work with the Field Security Officer and host entities to ensure volunteers are informed about and comply with relevant security measures.
- Help arrange timely and compliant medical evacuation support for volunteers through coordination with providers, host entities, and UNV offices.
- Maintain regular contact with serving volunteers, conduct field visits, and address well-being or performance concerns with supervisors and counterparts.
- Provide timely support to volunteers throughout their assignment journey in coordination with relevant sections.
- Lead the field unit’s annual work planning, performance indicators, operational support fund tracking, and budget reporting.
- Support effective country presence by promoting coordinated delivery, teamwork, professionalism, and a positive working environment.
- Supervise assigned UNV personnel, including performance review and capacity development.
Management and reporting line
The position reports to the Portfolio Manager/Specialist in the Regional Office. The incumbent will lead analytical and partnership support for the country while also overseeing UN Volunteers assigned to field unit activities.
The role is intended to strengthen UNV’s profile as a solution provider for partners, increase and diversify volunteer mobilization, and keep country-level work aligned with regional and global UNV priorities.
Because UNV is part of the UN system and hosted within relevant UNDP offices, the Partnership Analyst must work in line with UNV and UNDP policies, rules, and procedures.

Education
A master’s degree or equivalent in partnership studies, social sciences, international development, project management, public or business administration, or a related discipline is required.
A bachelor’s degree may be accepted if combined with two additional years of relevant experience in place of the advanced degree.
Experience
Candidates should have at least 2 years of relevant experience with a master’s degree, or 4 years with a bachelor’s degree, in partnerships, development cooperation, international relations, research, programme analysis, or a related field, ideally in humanitarian, development, or peace contexts.
Experience in partnership work, inter-agency collaboration, or stakeholder engagement is required. Experience in partner mapping, business intelligence, demand analysis, briefing note preparation, concept notes, or knowledge products is also expected.
Strong drafting, analytical, and communication abilities are needed, along with comfort using standard office software and digital collaboration tools.
Experience with UN agencies, UNDP, UNV, or similar international organizations is an advantage. Background in volunteer management, volunteerism promotion, civil society engagement, or partnership development is also beneficial.
Languages
Fluency in English and the local language used at the duty station is required.
