Overview

ACWA is a top-tier developer, investor, and operator specializing in power generation, renewable energy, and water desalination projects. With an expanding portfolio of critical infrastructure assets both in Saudi Arabia and internationally, ACWA is fortifying its Industrial Security and Crisis Management function. To this end, the company is seeking an experienced Manager for Industrial and Physical Security compliant with Saudi Arabia's SAIS/HCIS requirements, based in Jeddah.

Role Summary

The appointed Manager will serve as ACWA’s key expert on SAIS/HCIS industrial security matters, ensuring projects and operational sites fully comply with the Kingdom’s industrial and physical security mandates. This role will be integral throughout project lifecycles—from initial security evaluations and design phases through construction, commissioning, and operational stages—delivering expert advice on physical security, security technologies, critical infrastructure safeguarding, and regulatory adherence.

Key Duties

  • Lead enforcement and monitoring of SAIS/HCIS Industrial Security standards across all ACWA projects and operational sites.
  • Interpret and provide authoritative guidance on SAIS SEC directives and related regulations.
  • Facilitate Security Risk Assessments, Business Criteria Analysis, and Vulnerability Assessments.
  • Evaluate physical security designs, engineering documentation, security studies, and regulatory filings.
  • Oversee security technologies, including CCTV, access control systems, perimeter intrusion detection, security command centers, and communication networks.
  • Advise on and support implementation of security lighting, vehicle barriers, perimeter defenses, and other protective infrastructure.
  • Ensure consistent integration of physical security specifications in project design, construction, commissioning, and ongoing operation.
  • Conduct oversight to confirm compliance with approved designs and SAIS regulations during implementation phases.
  • Coordinate SAIS inspections, audits, assessments, and engagements with regulatory bodies.
  • Manage tracking of regulatory findings, compliance commitments, and corrective measures until resolution.
  • Provide expertise on critical infrastructure protection and industrial security operational practices.
  • Assist project teams in crafting effective site security plans and operational procedures.
  • Lead or participate in security audits, compliance evaluations, site inspections, and gap analysis.
  • Promote security awareness, training initiatives, and capability-building activities organization-wide.

Candidate Profile

  • Must be a Saudi national.
  • Holds a Bachelor's degree in Industrial Security, Engineering, or a closely related field.
  • Proven experience in Industrial Security, Physical Security, Security Operations, or Critical Infrastructure Protection.
  • Solid familiarity with HCIS/SAIS Industrial Security standards and regulatory requirements within Saudi Arabia.
  • Sector experience in power generation, utilities, water/desalination, energy, oil & gas, petrochemical, or similar critical infrastructure industries.
  • Hands-on experience with physical security systems such as CCTV, access control, and perimeter security solutions.
  • Expertise in conducting or supporting Security Risk Assessments, Vulnerability Assessments, and compliance frameworks.
  • Experience interacting with Saudi governmental agencies and regulatory authorities.
  • Fluent in both Arabic and English communication.

Preferred Qualifications

  • Prior work experience within a major Saudi industrial or critical infrastructure enterprise.
  • Possession of SAIS approval credentials.
  • Experience supporting projects from their design and construction phases through to operational handover.
  • Track record managing security across multiple concurrent projects or operational sites.
  • Professional security certifications such as Certified Security Management Professional (CSMP) or equivalents.
