This role operates on one of Saudi Arabia's largest programs, involving a diverse mixed-use development that includes sports facilities, entertainment zones, arts venues, and all supporting infrastructure components.
Role Overview
We are looking for an experienced Design Compliance Manager specializing in structural engineering to actively participate as an engineer during the construction phase of this significant project. Your primary responsibility is to guarantee the structural and civil engineering works adhere fully to approved designs, employer requirements, engineering codes, and project standards. You will be a key contributor to ensuring structural soundness, quality, and technical excellence throughout execution.
Key Duties and Responsibilities
- Provide independent assessments, verification, and approval of all structural and civil engineering design and construction outputs as part of the engineer's team.
- Oversee structural and civil design compliance on-site, confirming all works conform to IFC drawings, engineering calculations, specifications, and employer requirements.
- Evaluate and authorize shop drawings, material submissions, method statements, temporary work plans, RFIs, and engineering documentation.
- Deliver site-based assurance covering foundations, concrete infrastructure, steel frameworks, earthworks, utilities, roads, bridges, and related infrastructural works.
- Maintain strict compliance with approved designs, engineering standards, constructability considerations, and quality benchmarks during project delivery.
- Identify, assess, and manage deviations, technical non-compliance, design challenges, and related engineering risks, driving consistent resolution with contractors and design teams.
- Facilitate coordination and integration across multiple disciplines including structural, civil, geotechnical, architectural, and MEP.
- Review structural systems, temporary construction works, methodologies, and engineering solutions to ensure alignment with safety, durability, and performance standards.
- Monitor construction operations to validate that structural and civil installations follow approved specifications and international norms.
- Support the issuance of engineer instructions, approvals, technical reviews, and compliance certifications as required by contractual conditions.
- Engage with contractors, supervisory teams, specialist consultants, and stakeholders to ensure accurate understanding and execution of engineering requirements.
- Assist with compliance processes including authority inspections, permit acquisition, and statutory obligations.
- Participate in inspection, testing, commissioning, snagging, handover, and project close-out activities to ensure quality and operational readiness.
- Report on design compliance status, risk factors, construction progress, and quality outcomes to senior leadership.
- Contribute collectively to net-zero carbon transition objectives by proactively identifying and managing carbon emission reductions during project delivery.
Candidate Profile and Requirements
- Bachelor’s degree in civil engineering, structural engineering, or a relevant field.
- Proven background in structural and civil design compliance, design management, engineering assurance, or supervising construction on major projects.
- Substantial experience working alongside or as part of engineering teams under FIDIC or comparable contract frameworks.
- Track record in reviewing and approving structural and civil engineering submittals, shop drawings, temporary works, and construction methods.
- Strong expertise in reinforced concrete, structural steel, foundation engineering, earthworks, roads, bridges, utilities, and major civil engineering works.
- Experience supervising structural installations, including construction sequencing, testing, inspections, and ensuring compliance during construction phases.
- Demonstrated ability working on large-scale, complex, or prestigious developments, infrastructure programs, or major capital projects.
- Comprehensive understanding of engineering design fundamentals, structural analyses, construction approaches, materials, and global engineering standards.
- Familiarity with Middle Eastern regional standards and regulatory environment, with preference for Kingdom of Saudi Arabia experience.
- Professional credentials such as Chartered Engineer (CEng), Professional Engineer (PE), MIStructE, MICE, PMP, or equivalent are favored.
- Excellent interpersonal skills including stakeholder management, technical assessment, and communication abilities.
- MUST have the relevant visa eligibility for Saudi Arabia and pertinent experience with high-value projects in a project management consultancy context for immigration and client approval.
