Job Overview

The Construction Surveillance Technician plays a crucial role in maintaining security at construction sites by supporting the Site Security Coordinator and authority teams throughout the project lifecycle, ensuring compliance with all security protocols and standards.

Key Responsibilities

• Offer specialized security expertise to assist the Site Security Coordinator (SSC) and related authority teams in completing construction facilities.
• Manage access control procedures on secured premises in line with established SOPs.
• Carry out inspections of vehicles and equipment entering secure zones.
• Provide escort services as assigned by the SSC.
• Conduct ongoing security inspections to guarantee adherence to the Construction Security Plan (CSP) throughout the project duration.
• Prepare detailed incident reports and maintain Construction Surveillance Technician documentation as necessary.
• Monitor CCTV systems effectively to ensure site security during shifts.

Technical Expertise and Skills

• Comprehensive knowledge of ICD 705 construction standards and their underlying decision-making considerations.
• Consistent awareness of, and ability to implement, relevant policies and regulations essential for seamless contract fulfillment.
• Understanding of all 50 standard construction divisions and the associated security standards, including methods to counteract technical threats from foreign intelligence organizations.
• Proficiency in technical surveillance methodologies, foreign intelligence and counter-intelligence operations, and related security measures.
• Capability to assess regional threat environments and provide security-informed construction alternative recommendations.
• Familiarity with US government security policies, directives, and standards.
• Design and setup of access control systems and execution of inspection protocols.
• Secure handling and logistics of construction materials.
• Technical surveillance and inspection of construction personnel and completed work.
• Ability to interpret construction blueprints and technical specifications encompassing MEP installations, telecommunications, foundational concrete, structural steel, welding, finishing, and wall construction.
• Application of TEMPEST construction principles and recommending mitigation strategies to relevant security authorities.
• Development of Construction Site Security Plans, Accreditation Support, Transportation Security Plans, and Pre-Construction checklists.
• Performing project design reviews and sound testing for STC-labeled structures.
• Supervision of EU manufacturer processes including rebar, HVAC, lighting, doors, windows, concrete, and managing secure transport among SSAs.
• Operation of X-ray and metal detection equipment with adherence to health and safety certifications.
• Expertise in Technical Surveillance Countermeasures, photographic and imagery intelligence techniques related to hostile or friendly clandestine surveillance.
• Knowledge of telecommunication systems wiring and their potential use pathways for covert devices.
• Comprehensive understanding of construction terminology and industrial/government security requirements.
• Proficiency in static security techniques, blueprint interpretation, security surveillance methods, vehicle and personnel search techniques, and security procedures across different security levels.
• Ability to document activities, investigations, incidents, and anomalies through comprehensive written reporting.
• Evaluate methods used for unauthorized technical penetrations and security breaches.
• Identify and report suspicious conduct using multiple communication modes.
• Working knowledge of construction safety practices.

Required Certifications and Clearances

• Must have completed the CST Certification course (40 hours) within the last 5 years or be able to pass the equivalent company course within two weeks of deployment.
• Possession of a valid Secret Security Clearance.

Preferred Qualifications

• Completion of the SSM Certification course (20 hours) within the recent 5 years.
• Advanced knowledge of ICD-705 and SCIF/SAPF standards especially related to Chapter 4 projects.
• Familiarity with TSCM training and associated equipment.
• Experience in acoustic and sound testing procedures.
• Proficient professional communication skills across email, memorandums, and management reports.

Compensation

The offered salary for this position is 62,400.
