Job Overview
The Civil Supervisor is responsible for directing the strategic management of facilities and engineering services, along with coordinating various outsourced service providers to maintain a safe and high-performing property environment.
Key Duties and Responsibilities
- Formulate and implement best practice operational plans for assigned properties in collaboration with stakeholders.
- Assist the Property Manager in preparing final budget plans and oversee work execution to ensure alignment with budget limits.
- Conduct facility and equipment inspections to assess maintenance and service requirements.
- Coordinate alterations, maintenance, or refurbishments following set procedures or contractual agreements.
- Work with procurement to competitively bid and prepare service contracts to ensure quality and cost efficiency.
- Review, analyze bids and recommend contract awards, preparing standard contracts for approval by management.
- Authorize purchases of supplies and equipment for facility use.
- Maintain periodic inventories of premises and property conditions, reporting findings to the Property Manager.
- Continuously review and refine facility services for improvement.
- Manage Aldar Property Management System (PMS) effectively.
- Oversee resources including manpower and finances efficiently.
- Ensure adherence to a robust planned preventive maintenance (PPM) regime.
- Analyze call center data regularly and implement enhancements as needed.
Performance Objectives
- Actively contribute as part of the vendor account team for facilities and engineering services.
- Report ongoing developments in the engineering market to the Property Manager, including service delivery updates and emerging products.
- Communicate operational policies, technical information, goals, and expectations clearly to facility teams.
- Create and maintain standard operational, emergency response, and preventive maintenance procedures alongside all technical documentation.
- Possess in-depth knowledge of building system designs, operational alternatives, and contingency planning.
- Prepare and deliver comprehensive monthly reports including billing, profit & loss, PMS, and document libraries.
- Support engineering service providers to meet or exceed client expectations.
- Develop staff training programs, identify skill gaps, and facilitate in-house learning.
- Serve as first response manager for office incidents, with responses scaled to severity.

Occupational Health and Safety Responsibilities
- Follow all Khidmah health, safety, and environmental policies, procedures, and legal obligations.
- Keep abreast of updates and new policies communicated by the HSE department and ensure ongoing compliance.
Information Security Responsibilities
- Adhere to Khidmah's information security policies and personal security duties.
- Ensure security awareness training for all involved with sensitive information.
- Know incident reporting procedures for IT and Information Security issues.
- Maintain security measures including the use of firewalls and antivirus software.
- Protect account credentials and restrict usage to authorized purposes only.
- Accept responsibility for individual accounts and maintain confidentiality.
Education and Qualifications
- Degree or qualification in Mechanical Engineering or Facilities Management.
- Demonstrated experience in customer service-oriented facilities and engineering management.
- Preferably experienced with residential, commercial, and retail property management.
Experience and Skills
- Proficient in Microsoft Office suite.
- Proven experience leading and managing business service teams, managing work allocation, and staff development.
- Comprehensive knowledge of health, safety, and environmental responsibilities.
- Customer-focused with strong commercial and financial insight.
- Capability to convert client needs into actionable plans and implement them effectively.
- Excellent English communication, negotiation skills, and report writing capabilities.
- Ability to build and maintain relationships with clients, suppliers, and internal teams.
