Summary
The Time and Frequency Division within NIST's Physical Measurement Laboratory is seeking a Chief to provide strategic leadership and technical management for the U.S. official time standards and metrology research efforts. The Chief will lead a senior team, promote collaborative programs, influence agency priorities, and engage key stakeholders to advance NIST's mission domestically and internationally. This position is recruited under direct-hire authority to address critical staffing shortages.
Responsibilities
- Develop and implement long-term technical objectives and milestones aligned with NIST's overall mission.
- Advise executive leadership on science-driven approaches for complex research initiatives and program management.
- Resolve high-level, complex disputes within NIST or the broader scientific community to safeguard agency goals.
- Identify and foster organizational capabilities and professional talent development.
- Promote comprehensive service programs in time and frequency metrology.
- Ensure the division's technical accomplishments gain significant recognition on the international stage.
Qualifications
Basic Requirements: A degree in physics or a related field with at least 24 semester hours in physics, including courses in general physics and at least two of the following: electricity and magnetism, heat, light, mechanics, modern physics, or sound. Alternatively, an equivalent combination of education and experience meeting these criteria.
Additional Requirements: Minimum one year (52 weeks) of specialized experience at or equivalent to the GS-14 level (ZP-IV at NIST), which encompasses:
- Leading and managing projects ensuring compliance with time and frequency standards.
- Directing research in advanced time and frequency metrology.
- Advising senior management and stakeholders on complex scientific methods and program directions.
- Leading high-level projects involving collaboration with external entities.
Volunteer work, including service through national programs, may also qualify as relevant experience. Qualification standards adhere to the US Office of Personnel Management guidelines.
