Role Overview

The Board seeks an experienced Chief Executive Officer to lead a sovereign-backed enterprise pivotal to national interests. This leadership role demands driving transformational growth, strengthening institutional governance and risk frameworks, and representing the organization at the highest government and stakeholder levels.

Key Responsibilities

• Develop and execute comprehensive corporate strategies, securing Board endorsement and aligning resource allocation with multi-year national priorities.
• Pinpoint and advance new growth opportunities including diversification, strategic alliances, and market expansion through clear investment frameworks.
• Own total financial performance overseeing budgeting, forecasting, cost management, and achieving Board-sanctioned targets with transparency fit for sovereign-backed entities.
• Build, nurture, and retain a top-tier executive team, implementing succession planning for critical roles within 18 months.
• Cultivate a results-driven culture with explicit targets, rigorous performance reviews, and accountability extending to the executive suite.
• Ensure full legal, regulatory, and governance compliance; manage enterprise risk registers and mitigation tactics.
• Maintain continuous, transparent communication and interaction with government bodies, regulators, investors, and commercial partners, safeguarding and enhancing the organization's reputation.

Success Indicators (First 24 Months)

• Execution of a Board-approved strategy with trackable quarterly progress updates.
• Quantifiable advancements in operational and financial metrics measured against initial Board-agreed baselines.
• Establishment of a complete executive leadership team supported by documented succession plans.
• Zero major compliance issues and a constructive audit-rating risk management framework.
• Enhanced relationships with government stakeholders and investors, enabling broader mandates, partnerships, or capital access.

Candidate Profile

• Over 15 years in senior executive roles including minimum 5 years as CEO or equivalent with comprehensive P&L responsibility in regulated or strategic national sectors like energy, infrastructure, finance, telecom, defense, or government-related enterprises.
• Proven record in managing large P&Ls, demonstrating growth, margin improvements, or successful turnarounds.
• Experience collaborating with Boards, government, or sovereign investors.
• Track record of building executive teams and spearheading enterprise-wide transformation.
• In-depth knowledge of regulatory and governance environments relevant to sovereign-backed institutions within Saudi Arabia or similar regions.

Preferred Qualifications

• Familiarity with Saudi or GCC markets, adept in engaging with governmental stakeholders and aligning with Vision 2030 initiatives.
• Proficiency in both Arabic and English languages.
• Experience with capital market preparations such as IPOs, bond issuances, or major mergers and acquisitions.
