About the Role
Join the Programme Management Office responsible for resource planning and oversight of the Changi East Programme, which includes the future Terminal 5 and associated airport infrastructure. The role involves driving financial governance, resource optimisation, and managing government approvals to ensure successful project delivery.
Key Responsibilities
- Lead the planning and optimisation of resources such as budget planning, business case development, and manpower allocation to support project delivery within the Changi East Programme.
- Collaborate closely with various internal divisions, government ministries, and agencies to facilitate project execution throughout design and construction phases.
- Manage the government approval process for assigned projects, preparing submissions that detail project needs, scope, costs, and timelines.
- Oversee full lifecycle budget management including planning, monitoring expenses, budget drawdown, coordinating funding agreements, and fund recovery.
- Conduct analysis on project resources and programme requirements, identify risks and opportunities, and recommend strategies to enhance resource and funding use.
- Prepare comprehensive management reports, presentations, and actionable recommendations to aid senior management and key stakeholders in decision-making.
Requirements
- Bachelor’s degree in Finance, Accounting, Business, Engineering, or a related field.
- 3 to 8 years of pertinent experience in resource planning, programme management, project controls, finance, or construction project management.
- Familiarity with large-scale government infrastructure projects and government gateway approval processes is preferred.
- Exceptional stakeholder management skills with proven ability to collaborate across teams and organizations.
- Strong analytical, numerical, and problem-solving skills complemented by clear communication and presentation abilities.
- Highly self-driven, resourceful, and capable of working independently in a dynamic environment.
- Position offered on a contract basis.
