Overview

In partnership with Dubai Air Navigation Services (dans), DFS Aviation Services is seeking a Workforce Planning & Organizational Design Specialist based in Dubai. This position entails providing expert guidance in workforce planning and organizational effectiveness, including designing workforce strategies, organizational structure, job frameworks, and analytical insights aligned with strategic goals.

Key Responsibilities

• Ensure effective organizational performance by implementing evidence-based workforce planning, headcount control, organizational design, and resource optimization to foster sustainable business growth and operational excellence.
• Create and update comprehensive workforce plans that support dans' strategic and operational objectives.
• Perform workforce forecasting, resource modeling, and headcount planning to address current needs and anticipate future operational demands.
• Design and evaluate organizational structures, reporting lines, job architectures, and spans of control to boost organizational efficiency.
• Maintain and refine the job architecture framework to ensure uniformity in job families, grading, and position organization.
• Develop and manage workforce dashboards, key performance indicators (KPIs), and detailed reports to inform executive decisions.
• Track workforce data including headcount, vacancy rates, productivity, utilization, costs, and overall organizational effectiveness.
• Collaborate with business leaders to understand staffing needs and offer expert advice on workforce and organizational strategies.
• Support human capital initiatives such as succession planning, talent management, organizational reviews, and transformation projects.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, Industrial Engineering, or a closely related field.
• Professional certifications in Workforce Planning, Organizational Design, or Human Capital Analytics are advantageous.
• Between 7 to 10 years of experience in workforce planning, organizational design, organizational effectiveness, or HR strategy.
• Proven expertise in workforce analytics, organizational restructuring, job architecture development, and manpower planning.
• Experience in managing organizational transformations within complex settings.
• Background in the aviation or government sector is considered beneficial.
